Job Overview: The position of IC Expert for Development of Guidance and MRT for Public Prosecutors is designed to support the Public Procurement Office (PPO) in Serbia. The primary function of this role is to enhance the institutional organization and monitoring capacities of the PPO by preparing comprehensive Guidance and Model Request Template (MRT) specifically tailored for Public Prosecutors. This initiative is part of a broader effort to strengthen the public procurement system in Serbia, particularly through the implementation of the Law on Public Procurement and the effective use of the procurement portal. The expert will be expected to develop practical tools that facilitate the understanding and execution of procurement laws, thereby improving the overall efficiency and transparency of public procurement processes in the country. The assignment is set to take place from May 2026 to November 2026, during which the expert will collaborate closely with various stakeholders to ensure that the guidance and templates meet the needs of the PPO and align with international best practices.
Duties and Responsibilities: The duties and responsibilities of the IC Expert include but are not limited to:
Conducting a thorough analysis of the current public procurement processes and identifying areas for improvement.
Collaborating with the Public Procurement Office to understand their specific needs and challenges.
Developing a comprehensive Guidance document that outlines best practices and procedures for Public Prosecutors in the context of public procurement.
Creating a Model Request Template (MRT) that can be utilized by Public Prosecutors to streamline their procurement requests.
Providing training and support to PPO staff and Public Prosecutors on the new guidance and MRT.
Monitoring the implementation of the guidance and MRT, collecting feedback, and making necessary adjustments based on practical experiences.
Ensuring that all developed materials are in compliance with the Law on Public Procurement and relevant regulations.
Reporting on progress and outcomes to UNDP and other stakeholders throughout the assignment period.
Required Qualifications: The ideal candidate for this position should possess a strong background in public procurement, legal frameworks, and institutional capacity building. Required qualifications include:
Advanced degree in law, public administration, or a related field.
Extensive knowledge of public procurement laws and regulations, particularly in the context of Serbia.
Proven experience in developing guidance documents and templates for legal or procurement processes.
Strong analytical and problem-solving skills, with the ability to assess complex situations and propose effective solutions.
Excellent communication and interpersonal skills, capable of engaging with various stakeholders effectively.
Familiarity with international best practices in public procurement is highly desirable.
Educational Background: Candidates must have an advanced degree in law, public administration, or a related field. This educational background is essential to ensure that the expert has a comprehensive understanding of the legal frameworks governing public procurement and the necessary skills to develop effective guidance and templates.
Experience: The position requires significant experience in public procurement, legal advisory roles, or institutional capacity building. Candidates should have a minimum of 5 years of relevant professional experience, particularly in developing guidance documents or working with public institutions in a similar capacity. Experience in the Serbian public procurement system is highly advantageous.
Languages: Fluency in Serbian is mandatory for this position, as the guidance and MRT will be developed for local use. Proficiency in English is also required to ensure effective communication with UNDP and access to international best practices. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is classified as an individual contractor role, which means it is not a permanent position within UNDP. The contract duration is from May 2026 to November 2026, and the expert will be expected to work full-time during this period. The role is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
