Job Overview:
The Human Resources and Administration Officer will play a crucial role in supporting the humanitarian assistance operations in the Kharkiv and Donetsk regions. This position is designed to provide comprehensive HR and administrative support to both field teams and office staff based in Barvinkove. The officer will ensure that office operations run smoothly, documentation is properly maintained, and compliance with both internal procedures and local regulations is upheld. The role may also involve occasional business trips within Ukraine, highlighting the dynamic nature of the position. The successful candidate will be expected to implement HR policies effectively, assist in recruitment processes, coordinate onboarding for new staff, and maintain accurate HR data, among other responsibilities.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources and Administration Officer include but are not limited to: supporting the implementation of HR policies and ensuring compliance with Ukrainian labor legislation and DRC procedures; assisting in recruitment processes such as vacancy tracking, conducting interviews, and preparing job offers and hiring documentation; coordinating onboarding processes and preparing induction materials for new staff; preparing employment contracts and amendments while providing administrative support for HR changes; maintaining and updating HR data in DRC Dynamics, including contracts, leave, and staff movements; preparing staff timesheets and managing leave and absence records; supporting performance management and staff development processes; providing guidance on medical insurance and staff well-being; ensuring the confidentiality and accuracy of personnel files and HR documentation; managing staff exit processes and administering complaint mechanisms in line with the Code of Conduct; providing administrative support to all staff; coordinating logistical arrangements for visitors and field missions; managing office administration, supplies, service providers, invoices, and documentation; maintaining trackers, databases, and document management systems for HR and administrative activities; and supporting programme visibility activities while coordinating the daily work of cleaning staff.

Required Qualifications:
To qualify for the position, candidates must possess a university degree in Human Resource Management or a related field. Additionally, candidates should have at least 2 years of professional experience in human resource management, administration, office work, or a related field. Proficiency in computer applications, particularly MS Word, Excel, PowerPoint, and Outlook, is essential. Candidates must also demonstrate fluency in Ukrainian, with an intermediate level of English (B1 or higher) being desirable. The successful candidate will be expected to exhibit DRC's five core competencies: striving for excellence, collaborating effectively, taking the lead, communicating clearly, and demonstrating integrity in all professional interactions.

Educational Background:
The educational background required for this position includes a university degree in Human Resource Management or a related field. This educational foundation is critical as it equips the candidate with the necessary theoretical knowledge and practical skills to effectively manage human resources and administrative functions within the organization.

Experience:
Candidates are expected to have a minimum of 2 years of professional experience in human resource management, administration, or related fields. This experience should ideally include hands-on involvement in HR processes such as recruitment, onboarding, performance management, and compliance with labor laws, as well as administrative duties that support organizational operations.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication within the local context. Additionally, an intermediate level of English (B1 or higher) is desirable, as it may be necessary for communication with international staff and stakeholders. Proficiency in other languages may be considered an asset but is not required.

Additional Notes:
The position offers a contract length that includes a 3-month probation period, with the possibility of extension to a 12-month fixed-term contract based on performance and the availability of funding. The role is classified as Band H, which indicates a non-managerial position. The designated duty station for this role is Barvinkove, and the start date is as soon as possible.
