Job Overview: The National Monitoring and Evaluation (M&E) Officer will play a crucial role in supporting the implementation, monitoring, evaluation, and reporting of the UNFPA Papua New Guinea Country Programme for the period 2024–202
This position is essential for strengthening the Country Office's results-based management systems and ensuring that the objectives of the Seventh Country Programme are met. The M&E Officer will be responsible for developing and implementing the Theory of Change, Results and Resources Framework, and Monitoring, Evaluation and Learning (MEL) Plan. The role requires collaboration with various stakeholders, including government counterparts, implementing partners, and field-based personnel, to ensure effective integration of monitoring and evaluation principles across all program areas. The M&E Officer will also promote knowledge management and the use of evidence for program improvement and strategic decision-making.
Duties and Responsibilities: The duties and responsibilities of the National Monitoring and Evaluation (M&E) Officer include:
Supporting the monitoring and implementation of the Seventh Country Programme Document (CPD) Operational Plan and Monitoring, Evaluation and Learning (MEL) Plan.
Coordinating and promoting results-oriented, rights-based, and gender-responsive planning, budgeting, implementation, quality assurance, monitoring, evaluation, and reporting processes across UNFPA-supported programs and projects.
Reviewing and analyzing quarterly work plan progress reports against approved indicators, targets, and budgets in the Strategic Information System (SIS) and Quantum, ensuring timely identification of implementation challenges and corrective actions.
Strengthening the quality, effectiveness, and results orientation of UNFPA-supported policy advocacy, capacity development, and program interventions.
Establishing, maintaining, and continuously improving results-based management systems, monitoring tools, and performance tracking mechanisms.
Coordinating and supporting program and project evaluations, assessments, reviews, and learning exercises.
Working closely with Output Leads, program and operations staff, and government counterparts to ensure effective integration of monitoring, evaluation, and learning principles.
Participating actively in inter-agency monitoring and evaluation mechanisms and joint programming processes.
Supporting the Senior Management Team in setting annual targets, monitoring quarterly milestones, and preparing accurate and evidence-based reports. 1
Promoting knowledge management, learning, and the use of evidence for program improvement and organizational accountability. 1
Performing any other duties as assigned by the Country Representative or Deputy Representative.
Required Qualifications: The position requires a strong understanding of monitoring and evaluation principles, particularly in the context of international development and humanitarian response. Candidates should possess excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to gender equality and human rights. Familiarity with results-based management systems and experience in program evaluation are essential. The ideal candidate should also demonstrate strong communication skills, both written and verbal, and the ability to present complex information in a clear and concise manner.
Educational Background: A relevant educational background is required for this position, typically including a degree in social sciences, public health, international development, or a related field. Advanced degrees or specialized training in monitoring and evaluation, public health, or related disciplines are highly desirable and may enhance a candidate's qualifications for the role.
Experience: Candidates should have a minimum of 3-5 years of professional experience in monitoring and evaluation, preferably within the context of international development or humanitarian programs. Experience working with UN agencies or other international organizations is an advantage. The role requires a demonstrated ability to manage multiple tasks and projects simultaneously, as well as experience in capacity building and training of staff and partners in monitoring and evaluation practices.
Languages: Fluency in English is mandatory for this position, as it is the working language of UNFPA. Knowledge of local languages spoken in Papua New Guinea is considered an asset and may enhance communication with local stakeholders and communities.
Additional Notes: This position is a full-time role under the United Nations Volunteers (UNV) program. The successful candidate will be expected to work in Port Moresby, which is the capital city of Papua New Guinea.
