Job Overview:
The Safety, Access and Liaison Manager is responsible for overseeing the implementation of DRC's Safety Risk Management System (SRMS) and managing access and liaison with relevant stakeholders in Syria. This role involves monitoring safety conditions at DRC's operational hubs, implementing safety risk management solutions, analyzing safety developments, and conducting regular security" style="border-bottom: 1px dotted #007bff !important;">Security Risk Assessments. The manager will deliver context-specific Safety and Access training, maintain strong engagement with stakeholders, and keep the director" style="border-bottom: 1px dotted #007bff !important;">Country Director informed about liaison activities. The successful candidate will also manage a team of safety specialists and ensure effective engagement with stakeholders regarding visas, registration, and access. This position plays a crucial role in enhancing capacity sharing with local partners and ensuring the safety of DRC operations in Syria.

Duties and Responsibilities:
  • Oversee the implementation of the Safety Risk Management System (SRMS) and related tools, procedures, and mitigation measures in consultation with the Regional Safety Coordinator.
  • Present safety-related procedures to DRC Syria staff to foster a safety culture.
  • Facilitate regular and ad hoc Safety Risk Assessments (SRAs).
  • Design and implement Standard Operating Procedures (SOPs) for safe program activities in coordination with Area Managers and Heads of Programme.
  • Maintain safety documentation and records for areas of concern.
  • Implement context-specific Minimum Operating Safety Standards (MOSS) and assess the physical safety of DRC facilities.
  • Monitor the safety situation and staff movements in coordination with other safety staff.
  • Provide safety risk analysis during project development and activity expansion.
  • Conduct safety briefings for new and visiting staff and stakeholders. 1
  • Advise on the procurement of safety-related equipment and resources. 1
  • Coordinate safety operations and synchronize the work of country-based safety professionals. 1
  • Mentor and supervise safety staff and provide policy-driven safety advice and training. 1
  • Participate in critical incident management and provide timely reports and support. 1
  • Develop the capacity of Incident Management Teams through regular drills. 1
  • Coordinate with partners for capacity strengthening and ensure alignment with safety requirements. 1
  • Conduct regular audits of safety-related policies and protocols. 1
  • Oversee liaison activities, including obtaining necessary documentation for staff and visitors, and maintaining relationships with government entities.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in a security-related field, with at least 3 years in a management role as a Security, Safety, or Access Manager or Advisor for an NGO in a high-risk context. Proven experience in context and security analysis, advising humanitarian personnel, and developing Standard Operating Procedures (SOPs) is essential. Candidates should have experience in incident and crisis management, conducting safety training, and capacity building. Strong written communication skills, the ability to prioritize tasks under pressure, and proficiency in common software packages are required. Candidates must also demonstrate the ability to mentor and guide team members and partners in safety and security issues.

Educational Background:
A Master's degree or equivalent is required, or alternatively, a Bachelor's degree with extensive work experience. Participation in safety training (such as HEAT, safety management, first aid, and Training of Trainers) and corresponding certifications will be viewed favorably. Proficiency in MS Word, Excel, and PowerPoint is also necessary, along with previous experience in safety and security within a humanitarian context.

Experience:
Candidates should have a minimum of 5 years of experience in a security-related field, with at least 3 years in a management position. Experience should include security analysis, advising humanitarian personnel, and developing and updating SOPs and contingency plans. Candidates must also have experience in incident and crisis management, conducting safety training, and capacity building for staff and partners. The ability to provide clear written conflict analysis and work effectively under pressure is essential.

Languages:
Fluency in Arabic (native speaker) and English (fluent) is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
