Job Overview: The Human Resources (HR) Associate position at UN Women is designed to provide administrative and logistical support in various HR functions, including recruitment, placement, benefits administration, and personnel separation. The HR Associate will work under the technical guidance of the Regional HR Business Partner and daily supervision of the Human Resources Specialist. The role requires a proactive approach to managing HR strategies and policies in compliance with UN Women regulations. The HR Associate will be responsible for providing general HR information to management and staff, facilitating recruitment processes, and ensuring compliance with performance management and learning and development initiatives. This position is critical in maintaining HR data and facilitating knowledge sharing within the organization, contributing to the overall efficiency and effectiveness of HR operations.
Duties and Responsibilities:
Administer and implement HR strategies and policies in compliance with UN Women rules and regulations, providing information and support to management and staff on HR matters.
Provide HR administrative and logistical services, including processing correspondence, maintaining records, managing leave and payroll, and facilitating staff separation.
Facilitate and coordinate recruitment processes by drafting job descriptions, screening candidates, and preparing recruitment documentation.
Support staff performance management and learning and development by monitoring compliance with performance appraisals and facilitating learning plans.
Maintain HR data, ensuring confidentiality and security while generating reports and updating position data in the HR system.
Facilitate knowledge building and sharing by organizing training and workshops for staff and synthesizing lessons learned in HR administration.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: The ideal candidate for the HR Associate position should possess strong knowledge of HR administration, processes, and policies. They should have the ability to execute administrative processes and handle confidential information. The candidate should also demonstrate good quantitative skills and proficiency in IT, particularly in office software and web-based management systems. Additionally, the candidate should be able to provide inputs for business process re-engineering and the implementation of new systems.
Educational Background: A completion of secondary education is required for this position. A bachelor's degree in a relevant field is desirable, as it enhances the candidate's qualifications and understanding of HR practices and policies.
Experience: Candidates should have at least 6 years of progressively responsible work experience in office administration and/or human resource management if they have completed secondary education. Alternatively, candidates with a bachelor's degree should have a minimum of 3 years of relevant experience. Experience in recruitment and contract management is desirable, as well as proficiency in using computers and office software packages. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is also an asset. Experience in a non-profit organization is considered beneficial.
Languages: Fluency in English and Thai is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and can enhance the candidate's profile.
