Job Overview: The Human Resources Specialist position is critical within the Regional Office for Asia and the Pacific (RAP) of FAO, located in Bangkok, Thailand. This role is focused on coordinating and executing administrative tasks related to the hiring of both national and international affiliate workforce, ensuring compliance with FAO's rules and regulations. The specialist will support the overall hiring plan, develop and review Terms of Reference, manage the publication of job vacancies, and facilitate the selection process. This position requires a proactive approach to human resources management, emphasizing the importance of creating a respectful and harmonious work environment aligned with FAO's values. The Human Resources Specialist will also assist in performance evaluations and maintain confidentiality regarding sensitive information, making this role integral to the effective functioning of the organization.
Duties and Responsibilities: The Human Resources Specialist will undertake a variety of tasks under the supervision of the National Professional Officer (Human Resources). Key responsibilities include: supporting the overall hiring plan for national affiliate workforce; developing and reviewing Terms of Reference for affiliate positions; coordinating the publication of job vacancies to attract qualified candidates; organizing and facilitating the selection process, including interviews and candidate evaluations; managing the complete cycle of contracts for national affiliate workforce in the Global Resource Management System (GRMS); supervising contract validity and coordinating renewals or terminations; providing administrative support for payment processing; promoting a respectful work environment; facilitating knowledge exchange and best practices; assisting in performance evaluations of national consultants; maintaining confidentiality; and performing other related tasks as required.
Required Qualifications: Candidates must meet the following minimum requirements: a high school diploma; at least 1 year of relevant experience in administrative and human resources support work; proficiency in English (level C); proficiency in Thai (mother tongue or working knowledge, level C); and must be a national of Thailand or a resident with a valid work permit. Additionally, candidates should possess FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.
Educational Background: The educational background required for this position includes a high school diploma as a minimum qualification. Further education or certifications in human resources management or related fields would be advantageous but are not explicitly required for this role.
Experience: The position requires a minimum of 1 year of relevant experience in administrative and human resources support work. This experience should ideally include familiarity with human resources activities, corporate policies, and administrative systems. Previous experience working with a UN organization is considered an asset, as it provides valuable insights into the operational and cultural aspects of working within an international organization.
