Job Overview:
The Programme Specialist position at UN Women involves significant responsibilities in planning, monitoring, and reporting within the organization. Under the guidance of the Head of the Planning, Reporting, and Monitoring Unit (PMRU), the specialist will ensure that UN Women’s programs are effectively implemented in alignment with the organization's policies and procedures. This role requires collaboration with various teams, including country offices and functional teams, to facilitate successful program execution. The specialist will be responsible for providing technical assistance, ensuring the application of results-based management (RBM) tools, and enhancing the quality of reporting and monitoring processes. The position also emphasizes knowledge building and management, requiring the incumbent to identify best practices and advocate for improvements in policies and systems related to gender equality and women's empowerment.

Duties and Responsibilities:
The duties and responsibilities of the Programme Specialist include:
  • Providing technical assistance for planning, monitoring, and reporting, ensuring effective application of RBM tools and monitoring results.
  • Leading the refinement of the Integrated Result and Resource Framework (IRRF) and enhancing the reportability of strategic notes and work plans.
  • Compiling monitoring and reporting sections and providing quality assurance for country monitoring and reporting plans.
  • Coordinating data collection for indicators and leading six-monthly monitoring and annual reporting processes.
  • Analyzing reports to identify stagnations and advising senior management on necessary actions.
  • Offering capacity-building support to regional office units and country offices in planning and reporting.
  • Advising project teams on alignment with policies and facilitating revisions as needed.
  • Conducting donor report reviews and ensuring timely submissions of high-quality reports.
  • Identifying best practices and advocating for policy improvements. 1
  • Contributing to corporate initiatives and knowledge networks related to gender equality and women's empowerment.

Required Qualifications:
The required qualifications for the Programme Specialist position include:
  • A Master’s degree (or equivalent) in International Development, Gender, Human Rights, or related Social Sciences.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.
  • At least 5 years of progressively responsible experience at the international level in planning, monitoring, and reporting for development projects/programmes.
  • Experience in gender equality and women's empowerment is advantageous, as is familiarity with the United Nations systems and field experience.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as International Development, Gender Studies, Human Rights, or other related Social Sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is also beneficial for this role.

Experience:
The position requires a minimum of 5 years of progressively responsible experience at the international level in planning, monitoring, and reporting for development projects and programmes. Experience in gender equality and women's empowerment is considered an advantage, as well as familiarity with the United Nations systems and field experience.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is desirable and would enhance a candidate's profile.
