Job Overview:
The Finance and Administrative Assistant position is integral to the successful implementation of the Ship to Shore Rights initiative in South-East Asia, which focuses on promoting safe labor migration and decent work within the blue economy. This role involves managing the financial and administrative aspects of the project, ensuring compliance with ILO regulations, and providing logistical support. The assistant will work closely with the National Project Coordinator and other stakeholders to facilitate effective project execution, maintain financial records, and prepare necessary documentation. The position requires a proactive approach to problem-solving and the ability to communicate effectively with various partners and team members. The assistant will also play a role in capacity building for stakeholders regarding financial reporting and compliance with ILO standards.

Duties and Responsibilities:
The Finance and Administrative Assistant will be responsible for a wide range of duties, including but not limited to: maintaining accurate financial records and monitoring systems for project expenditures; reviewing and processing financial documentation such as contracts and payment requests; preparing correspondence to verify data and address queries; ensuring compliance with ILO rules and regulations; classifying budget codes and processing claims for payment; providing administrative support to project staff regarding payments and travel claims; preparing recurring and special financial reports; liaising with project partners to ensure documentation accuracy; calculating cost estimates and participating in budget analysis; providing logistical support for project workshops and meetings; and undertaking missions to project sites as necessary. The role requires attention to detail, strong organizational skills, and the ability to work under pressure while prioritizing tasks effectively.

Required Qualifications:
Candidates must possess a completion of secondary school education, with formal training in accounting and/or finance being an asset. The role demands excellent numerical analytical skills, a strong understanding of financial and administrative rules, and the ability to maintain financial records and prepare reports. Candidates should demonstrate responsible behavior, attention to detail, and the ability to handle confidential matters with discretion. Proficiency in computer software, particularly Excel and Microsoft Office applications, is essential, along with the ability to communicate effectively both orally and in writing.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education. Additional formal training in accounting, finance, or a related administrative field would be considered advantageous and may enhance a candidate's suitability for the role.

Experience:
Candidates should have at least five years of progressively responsible experience in financial and administrative roles. This experience should demonstrate a solid understanding of financial management principles and practices, as well as the ability to work effectively in a team-oriented environment while managing multiple tasks and deadlines.

Languages:
Fluency in both Thai and English is required for this position. Excellent communication skills in these languages are essential for effective collaboration with project partners and stakeholders. Knowledge of additional languages relevant to the region may be considered a plus, enhancing the candidate's ability to engage with diverse communities and partners.
