Job Overview: The Information Systems Officer position is integral to the Office of Information and Communications Technology, specifically within the Enterprise Solutions Service, Enterprise Application Center—Asia. The incumbent will work under the supervision of a Senior Information Systems Officer and will be responsible for managing projects that involve feasibility studies, systems analysis, and the design, development, and implementation of moderately complex systems. This role requires the development of detailed system specifications and user documentation, as well as providing specialized advice to users by analyzing their requirements and translating business needs into technical solutions. The officer will also facilitate project requirement discovery meetings, organize testing phases, develop training materials, and research new technologies for potential deployment. The position emphasizes the importance of effective communication with clients and the development of Service Level Agreements (SLAs) to ensure quality service delivery.
Duties and Responsibilities: The Information Systems Officer will undertake a variety of responsibilities, including: managing projects that involve feasibility studies and systems analysis; developing detailed functional specifications and user documentation; providing specialized advice to users; facilitating project requirement discovery meetings; organizing unit and integrated testing; developing training materials and manuals; researching and evaluating new technologies; writing reports on systems-related topics; supervising junior staff and consultants; developing creative problem-solving approaches; and ensuring effective communication between OICT/ESS and its clients. The officer will also be responsible for developing recommendations on functional design and applications to meet business requirements and implementing projects in a timely manner.
Required Qualifications: Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming. Proficiency in several high-level programming languages is essential, along with a demonstrated ability in structured/object-oriented design, relational systems, and scripting languages. Strong analytical and problem-solving skills are required, as well as the ability to maintain assigned systems and develop innovative solutions to complex issues. The candidate should also demonstrate a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in Prince2 or an equivalent project management methodology is desirable.
Experience: A minimum of five years of progressively responsible experience in the planning, design, architecture, development, implementation, and maintenance of computer applications and mobile applications is required. Candidates should have at least four years of hands-on experience with software development technologies such as Java/Spring Boot, C#/ .Net Core, and React, specifically for building REST API services and web front ends. Experience in architecture and building software solutions for International Development and SDG-related topics is also necessary, along with familiarity with CI/CD, containers, and deploying on Azure. Additionally, candidates should have experience in developing software for extreme conditions, such as low-bandwidth and high-latency environments.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, with a minimum proficiency level of UN Level I in all skills. Candidates are encouraged to refer to the UN Language Framework for detailed language requirements.

The extension of the appointment is contingent upon satisfactory performance and the availability of funds.
