Job Overview:
The consultant will play a crucial role in advancing gender equality and the Women, Peace, and Security (WPS) agenda within the security sector in Mozambique. This position involves following up on key outputs from the WPS agenda, particularly through the implementation of a European Union-funded project aimed at promoting the WPS agenda with military actors. The consultant will be responsible for developing a gender strategy and action plan, establishing a zero tolerance policy for sexual and gender-based violence (SGBV), and creating training modules for military institutions. Additionally, the consultant will facilitate peace camps and conduct training sessions for police instructors on gender, human rights, and SGBV prevention and response. The overarching purpose of this consultancy is to integrate gender equality and WPS commitments into police training and operational systems, ensuring that gender-responsive training tools and capacity-building programs are developed and implemented effectively.

Duties and Responsibilities:
The consultant will be expected to carry out a comprehensive set of tasks under the guidance of the Country Office Representative and the programme officer. Key responsibilities include: 1) Capacity building of police instructors on gender mainstreaming and GBV; 2) Identifying gaps in police training systems regarding gender issues; 3) Developing or revising gender-responsive training modules for police officers; 4) Integrating WPS principles into police training frameworks; 5) Designing operational tools for police officers to improve responses to GBV; 6) Facilitating training-of-trainers sessions; 7) Providing technical advice to government institutions on gender mainstreaming; 8) Documenting lessons learned for sustainable integration of gender equality; 9) Supporting ongoing peace camps by facilitating sessions on digital platforms and social media; 10) Monitoring and providing technical support for the approval processes of gender strategies and policies within the Ministry of Defense.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in fields such as Gender/Women's Studies, Peace and Security Studies, Sociology, Human Rights, or related disciplines. A minimum of 5 years of demonstrable experience in gender and media is required, along with in-depth knowledge of male engagement approaches and the national gender policy context. The consultant should have technical expertise in the Women, Peace, and Security agenda and experience facilitating trainings for adults, particularly in engaging and creative ways. Strong organizational skills, the ability to deliver on time, and excellent presentation skills are essential. Experience working with the UN is considered an asset.

Educational Background:
A Master’s degree or equivalent in relevant fields such as Gender/Women's Studies, Peace and Security Studies, Sociology, Communications/Journalism, or Human Rights is required for this position. This educational background is crucial for understanding the complexities of gender issues and the frameworks necessary for effective implementation of gender-responsive policies and training.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in the areas of gender equality, gender-based violence, and media engagement. Candidates should have a strong understanding of the local context in Mozambique, including national gender policies and institutional frameworks. Experience in facilitating training sessions for diverse audiences, including senior officials and community members, is essential. The consultant should also have a proven track record of engaging with military and defense sectors, demonstrating the ability to conduct awareness-raising sessions and implement gender-transformative approaches effectively.

Languages:
A strong command of written and oral English and Portuguese is mandatory for this position. Knowledge of a local language in Mozambique is considered an asset, as it may enhance communication and engagement with local communities and stakeholders.
