Job Overview: The Associate Supply Officer plays a crucial role in supporting all activities related to the supply chain function within the Area of Responsibility (AoR). This includes planning, sourcing, transport, shipping, customs clearance, and warehousing management. The position is typically supervised by a Senior Supply Officer or other senior staff members who provide guidance and define objectives. Duties and Responsibilities: The duties and responsibilities of the Associate Supply Officer include supporting all activities related to the supply chain function, such as planning, sourcing, transport, shipping, customs clearance, and warehousing management. The incumbent will assist in the procurement process to ensure timely and cost-effective delivery of commodities and services. They will identify partners for supply chain projects, develop contacts with UN agencies and government authorities, and ensure accurate records of supply activities. The Associate Supply Officer will manage vendor processes, oversee tender processes, and ensure compliance with quality standards for commodities and services. They will prepare plans for the delivery of relief items, apply UNHCR's sourcing strategy, and manage customs clearance and warehousing. Additionally, the incumbent will monitor supply chain data, resolve local supply chain issues, and disseminate UNHCR's policies on supply chain management. In regional and country operations, the Associate Supply Officer will adapt supply chain structures to local environments, assist in office space procurement, and support the establishment of efficient workforce management. They will also track global supply KPIs and provide guidance to ensure compliance with supply activities.
Required Qualifications: Candidates must possess a solid understanding of logistics and supply systems, with proven experience in previous positions, preferably within the UN context. Essential qualifications include a proficient knowledge of contract issues, experience in contract negotiations, and the ability to provide technical guidance to subordinate staff. Candidates should demonstrate strong organizational skills, the ability to manage multiple tasks under tight deadlines, and a courteous, service-oriented approach. Additionally, candidates should hold certificates from recognized institutions in purchasing and supply, such as CFIPS, CMIPS, or MCIPS, which are essential for the role.
Experience: Candidates should have a minimum of three years of relevant experience for the P2/NOB level with an undergraduate degree, two years with a graduate degree, or one year with a doctorate. Relevant experience should include logistics, supply chain management, and procurement within the context of humanitarian operations or similar environments.
Languages: For this position, proficiency in English and Portuguese is mandatory, with an expected overall ability of at least B2 level. Knowledge of the local language is also beneficial.
