Job Overview:
The consultancy aims to conduct a Value Chain and Market Study to identify feasible, market-driven, safe, and sustainable economic empowerment opportunities for survivors of sexual and gender-based violence (SGBV). This involves localized value chain and market analyses across four target provinces: Maputo City, Maputo Province, Gaza, and Manica. The study will focus on mapping and analyzing the local economic landscape to identify viable pathways for women's economic empowerment (WEE) that survivors of GBV can pursue. The consultant will be responsible for conducting survivor-centered assessments, evaluating existing services, and providing strategic recommendations for WEE programming that is inclusive and sensitive to the needs of diverse groups, including adolescents and persons with disabilities. The findings will inform the design and implementation of WEE activities under the Tolerância Zero! Programme, which aims to expand access to dignified livelihood options for survivors, thereby contributing to their autonomy and long-term recovery.

Duties and Responsibilities:
The consultant will undertake several key tasks, including conducting a desk review of national WEE frameworks, labour market reports, and existing SGBV services. They will prepare an inception report outlining the methodology for the study, including data collection tools and a work plan. Field research will involve participatory assessments with survivors to identify high-potential value chains and market entry points. The consultant will also assess the landscape of existing WEE actors and services, identify gaps, and provide strategic recommendations for survivor-centered WEE programming. The consultant is expected to deliver an inception report, a draft value chain and market analysis report, a consolidated final report, and a presentation summarizing the main findings. The work will be conducted over a period of 40 working days, with specific deliverables due at various stages throughout the consultancy.

Required Qualifications:
Candidates must possess a minimum of a bachelor's degree and at least 7 years of professional experience. They should have proven experience in gender-responsive market assessments, value chain studies, and women's economic empowerment programming. Expertise in gender-based violence (GBV), gender equality, and survivor-sensitive research is essential. Experience working in Mozambique is preferred, as it provides valuable context and understanding of local dynamics. The consultant should demonstrate strong analytical skills, the ability to conduct qualitative research, and a commitment to ethical research standards.

Educational Background:
A bachelor's degree in a relevant field such as social sciences, gender studies, economics, or a related discipline is required. Advanced degrees may be advantageous but are not mandatory. The educational background should provide a solid foundation for understanding gender issues, economic empowerment, and research methodologies relevant to the consultancy's objectives.

Experience:
The position requires a minimum of 7 years of professional experience in areas related to gender-responsive market assessments, value chain studies, and women's economic empowerment. Candidates should have a track record of conducting research and assessments that inform programming and policy, particularly in the context of gender-based violence and economic empowerment. Experience working with vulnerable populations, including survivors of GBV, is highly desirable.

Languages:
Fluency in Portuguese is mandatory, as it is the primary language of communication in Mozambique. Proficiency in English is also beneficial, particularly for reporting and communication with international stakeholders. Knowledge of local languages may be an advantage, as it can facilitate engagement with diverse communities and enhance the inclusivity of the research process.

• The consultant will be required to travel domestically within Mozambique to the provinces involved in the programme implementation. UNFPA will cover all consultancy costs, including travel and daily subsistence allowances during travel. The consultant must have their own computer and IT equipment.
