Job Overview: The Procurement Senior Officer is tasked with developing and implementing procurement services that align with international best practices and UNOPS regulations. This role requires a deep understanding of procurement policies and processes, ensuring compliance and effective risk management while striving for the best value for money in acquiring goods and services. The officer will analyze complex procurement issues, provide strategic advice, and build relationships with stakeholders to optimize procurement strategies. The position emphasizes a collaborative, client-focused approach, working closely with project managers and office leadership to enhance procurement operations.
Duties and Responsibilities: The Procurement Senior Officer will execute procurement activities in accordance with UNOPS rules and regulations, maintaining a client-focused procurement management system. Key responsibilities include collaborating with project managers to develop procurement plans, managing the entire procurement lifecycle from planning to contract management, and ensuring alignment with project timelines. The officer will coordinate solicitation processes, evaluate bids, negotiate contracts, and monitor contractor performance. Additionally, the role involves utilizing e-procurement tools, organizing training for personnel, and contributing to knowledge sharing within the organization.
Required Qualifications: Candidates must possess a Bachelor’s degree (or equivalent) with 4 years of relevant experience, or a Master’s degree (or equivalent) with 2 years of relevant experience. A globally recognized professional certification in procurement (e.g., CIPS) is desired. The role requires experience in advising on and implementing procurement policies within international organizations, as well as proficiency in collaboration tools and web-based management systems. Experience in multicultural environments or UN organizations is preferred, particularly in development or humanitarian contexts.
Educational Background: A Bachelor’s degree in any discipline is required, with a preference for candidates holding a Master’s degree. Relevant professional certifications in procurement are highly desirable, indicating a commitment to the field and adherence to industry standards.
Experience: The position requires relevant experience in complex procurement programs and strategies, particularly within international or multi-national organizations. Candidates should have a proven track record of implementing procurement policies and procedures, as well as experience with collaboration and productivity tools. Desired experience includes working in multicultural settings or within the UN system, particularly in developing countries, and involvement in development or humanitarian projects.
Languages: Fluency in English is mandatory, while proficiency in Portuguese is desirable. Candidates should be able to communicate effectively in both languages to engage with diverse stakeholders and ensure clarity in procurement processes.
Additional Notes: This position is classified as mid-level and is offered under an Individual Contractor Agreement (ICA) with a regular contract type. The contract duration is ongoing, subject to availability of funds and satisfactory performance.
