Job Overview:
The position of NPO Non-Communicable Diseases (NCDs) Health Promotion, Mental Health, Injury and Trauma is critical in strengthening national capacity to prevent and control NCDs and related health issues in Mozambique. The incumbent will provide senior-level technical support to the Ministry of Health and relevant stakeholders, ensuring the development, implementation, monitoring, and evaluation of integrated, evidence-based policies and strategies. This role involves coordinating WHO's technical support to national programs, aligning with WHO global strategies, and enhancing national capacity to address NCDs and their risk factors. The incumbent will also lead initiatives on health promotion, community engagement, and risk communication, aiming to foster healthier populations in line with WHO frameworks and the Sustainable Development Goals (SDGs).

Duties and Responsibilities:

• Provide strategic technical leadership and policy advice to the Ministry of Health and stakeholders in developing and implementing integrated policies on NCDs, health promotion, and mental health.
• Support the implementation of WHO global strategies, including the Global Action Plan for NCDs and the Framework Convention on Tobacco Control.
• Promote the integration of NCD prevention into primary health care and universal health coverage initiatives.
• Strengthen national capacity through the development of guidelines, training materials, and capacity-building initiatives.
• Enhance surveillance systems for NCDs and their risk factors, ensuring high-quality data for program assessment.
• Foster multisectoral collaboration across government sectors to address NCDs and health determinants.
• Advocate for the Health in All Policies approach and promote coordinated action on health determinants.
• Lead the development of health promotion strategies to reduce NCD burden and improve population health.
• Support the implementation of interventions addressing major NCD risk factors and promote health literacy. 1
• Provide technical oversight for program management, ensuring compliance with WHO policies and effective resource utilization. 1
• Prepare high-quality reports and facilitate communication between WHO and national stakeholders. 1
• Ensure the integration of gender, equity, and human rights in all program activities.

Required Qualifications:
Essential qualifications include a university degree in Medicine, Public Health, Epidemiology, Health Policy, Health Promotion, or related fields. Desirable qualifications include postgraduate training in NCDs, health promotion, mental health, or related disciplines. Training in program management, health policy, and implementation research is also beneficial. Candidates should demonstrate a strong understanding of WHO normative guidance and global frameworks related to NCDs and health promotion.

Educational Background:
Candidates must possess a university degree in relevant fields such as Medicine, Public Health, Epidemiology, or Health Sciences. A postgraduate degree or specialization in areas related to noncommunicable diseases, health promotion, or public health is desirable. Training in program management and health policy is an asset.

Experience:
Candidates should have at least seven years of progressively responsible professional experience in public health programs, particularly in areas related to NCDs, health promotion, and mental health. Experience in developing and implementing public health policies and programs is essential. Proven experience in providing technical leadership and managing multisectoral partnerships is also required. Desirable experience includes working with WHO or other UN agencies and knowledge of resource mobilization.

Languages:
Expert knowledge of Portuguese is essential, along with a working knowledge of English. Intermediate knowledge of another official WHO language is considered an asset.

The position offers a competitive salary starting at USD 78,437.00, with additional benefits including a variable post adjustment reflecting the cost of living.
