Job Overview: The Partnerships Specialist is tasked with developing and implementing partnership and program development plans for the UNOPS office in Mozambique. This role is pivotal in building and maintaining effective relationships with governments, UN agencies, donors, and other stakeholders to mobilize resources and expand the office's portfolio. The incumbent will ensure that partnership initiatives align with UNOPS' global and regional priorities, contributing to sustainable results and supporting the achievement of strategic objectives. The position requires close coordination with the East and Southern Africa Multi-Country Office and involves supervising communications and partnership personnel.
Duties and Responsibilities:
Develop a comprehensive partnership development and communications plan that aligns with UNOPS Strategic Plan and Regional Strategies, including country context analysis and identification of main partners.
Monitor humanitarian and development trends to identify collaboration areas within UNOPS' mandate.
Establish and develop partnerships with UN agencies, international organizations, and private sector entities.
Participate in inter-agency coordination meetings and provide strategic direction to communications personnel.
Implement standards and tools provided by HQ to manage partnership and project development effectively.
Contribute to the dissemination of best practices and lessons learned for planning and knowledge building within project and partnership development.
Required Qualifications: A Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Engineering, Political Science, Communications, or International Relations is required. Alternatively, a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the Master's degree.
Educational Background: Candidates must possess a Master’s degree in a relevant field. A Bachelor's degree combined with 2 years of relevant work experience may substitute for the Master's degree requirement. This educational background is essential for understanding the complexities of international development and partnership management.
Experience: At least 5 years of experience in international development is required, with demonstrated experience in developing and executing partnership, communications, and program development plans. Experience in project development and proposal writing, as well as establishing partnerships with UN agencies and international organizations, is essential. Project and program management experience is considered an asset, along with experience in providing strategic oversight to communications and advocacy activities.
Languages: Fluency in English is required, while proficiency in Portuguese is desirable. The ability to communicate effectively in both languages will enhance collaboration with stakeholders and partners in Mozambique and other Portuguese-speaking countries.
Additional Notes: The position is classified as mid-level with an ICS Level of 10 and is offered as an Individual Contractor Agreement (ICA) with a regular contract type. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
