Job Overview:
The Programme Policy Officer for Youth in Work will play a crucial role in supporting the implementation of WFP Mozambique's strategy aimed at enhancing climate resilience and economic inclusion for vulnerable communities. This position focuses on resilience building, climate adaptation, and the development of livelihoods, particularly for youth. The officer will be responsible for managing projects under the Youth in Work portfolio, ensuring that activities are aligned with WFP standards and effectively contribute to the overall goals of the organization. The role involves collaboration with various stakeholders, including government partners and private sector actors, to strengthen market linkages and improve economic opportunities for youth and women. The officer will also contribute to design" style="border-bottom: 1px dotted #007bff !important;">program design, partnership development, resource mobilization, and evidence generation, ensuring that the initiatives are impactful and sustainable.

Duties and Responsibilities:
The Programme Policy Officer will have a range of responsibilities, including:

• Providing project management support to resilience actions, particularly within the Youth in Work portfolio, ensuring compliance with WFP standards.
• Reviewing legal and regulatory frameworks to ensure program activities are implemented in accordance with relevant legislation.
• Offering technical support to project partners in executing program activities.
• Identifying and strengthening market linkages between smallholder farmers, youth-led enterprises, and private sector actors to enhance commercialization and income opportunities.
• Designing and implementing actions aimed at improving livelihoods and economic inclusion for vulnerable populations, especially women and youth.
• Collaborating with internal counterparts to ensure effective teamwork.
• Building and maintaining relationships with external stakeholders, including government entities and NGOs.
• Preparing various documents such as progress reports, technical reports, and official correspondence.
• Supporting capacity building initiatives for WFP staff and partners. 1
• Contributing to the development of new resilience projects and resource mobilization efforts. 1
• Performing other related tasks as required.

Required Qualifications:
Candidates must possess an advanced degree in Economics, Agriculture, Agribusiness, Development Studies, or a related field relevant to international development assistance. Alternatively, a first university degree with an additional two years of relevant work experience and/or training is acceptable. The position requires fluency in English and Portuguese, with excellent verbal and written communication skills. Local languages are considered an added advantage. Candidates should demonstrate a strong understanding of the principles of humanitarian assistance and development, as well as experience in project management and stakeholder engagement.

Educational Background:
The educational requirements for this position include an advanced degree in a relevant field such as Economics, Agriculture, Agribusiness, or Development Studies. A first university degree combined with additional relevant work experience may also be acceptable. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively contribute to the implementation of WFP's programs and initiatives.

Experience:
The ideal candidate should have at least one year of postgraduate professional experience in implementing technical programs related to climate change, food systems, livelihoods, or youth economic inclusion. Experience in program design, policy discussions, and liaising with government partners is highly desirable. Candidates should demonstrate a proven track record of successfully managing projects and contributing to the development of effective strategies for economic inclusion and resilience building.

Languages:
Fluency in both English and Portuguese is mandatory for this position, as the role requires effective communication with diverse stakeholders. Excellent verbal, written, and presentation skills are essential. Knowledge of local languages is considered an added value, enhancing the ability to engage with local communities and partners.

Additional Notes:
This position is classified as a Service Contract, Level 8 (SC8), and is based in Maputo, Mozambique.
