Job Overview:
The consultant will work under the supervision of the UNICEF WASH Specialist to support the implementation of the program. This role involves a variety of functions including program planning and coordination, providing technical support and implementation, monitoring and quality assurance, and capacity development and institutional support. The consultant will be expected to engage with various stakeholders and contribute to the successful execution of WASH programs, ensuring that the objectives are met effectively and efficiently. The position requires a proactive approach to problem-solving and the ability to adapt to changing circumstances in the field. The consultant will also be responsible for reporting on progress and outcomes, ensuring that all activities align with UNICEF's mission and values.

Duties and Responsibilities:
  • Support Programme Planning and Coordination: Collaborate with the WASH Specialist and other team members to develop and refine program plans, ensuring alignment with UNICEF's strategic objectives.
  • Technical Support and Implementation: Provide expert guidance on the implementation of WASH programs, ensuring adherence to best practices and standards.
  • Monitoring, Quality Assurance and Reporting: Regularly monitor program activities, assess quality, and prepare reports on progress and challenges faced during implementation.
  • Capacity Development and Institutional Support: Facilitate training and capacity-building initiatives for local partners and stakeholders to enhance their ability to implement WASH programs effectively.
  • Engage with government and community partners to foster collaboration and support for program initiatives.
  • Conduct field visits to assess program implementation and provide on-the-ground support as needed.
  • Ensure compliance with UNICEF's policies and procedures throughout all program activities.

Required Qualifications:
  • A Bachelor’s degree in Civil Engineering, Water Engineering, Hydrogeology, or a related field.
  • A minimum of 5 years of relevant experience in WASH programs, including at least 3 years in the construction or supervision of water supply and institutional sanitation construction works.
  • Proven experience in managing water supply and WASH projects in institutional settings.
  • Solid knowledge of solar water supply systems and environmental management practices is an advantage.
  • Experience working with government and partners in the WASH sector is desirable.
  • Familiarity with the local context, particularly in Zambezia and Nampula provinces, is an asset.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as Civil Engineering, Water Engineering, Hydrogeology, or a closely related discipline. This educational background is essential to ensure that the consultant possesses the technical knowledge and skills necessary to effectively contribute to the implementation of WASH programs.

Experience:
Candidates must have a minimum of 5 years of relevant work experience in WASH programs, with a strong emphasis on practical experience in the construction and supervision of water supply and sanitation projects. At least 3 years of this experience should be specifically related to institutional sanitation and water supply projects, demonstrating the ability to manage complex projects and work collaboratively with various stakeholders.

Languages:
Fluency in Portuguese, both spoken and written, is mandatory for this position. Additionally, knowledge of the local language in the project area will be considered an advantage, as it will facilitate communication with local communities and stakeholders.

Additional Notes:
The consultancy contract duration is set for 7 months, and the working arrangement will be office-based with travel requirements to project sites.
