Job Overview:
The Data and Information Specialist position is crucial for the successful implementation of the MZ MCS Project, which aims to enhance the monitoring, control, and surveillance of fisheries in Mozambique's coastal areas and Exclusive Economic Zone (EEZ). This role involves designing and developing customized dashboards and digital tools that facilitate data collection, assessment, and reporting processes. The specialist will work closely with various stakeholders, including the National Project Coordinator and M&E officer, to ensure that the tools developed are user-friendly and meet the project's objectives. The position requires a strong focus on data visualization and the ability to present complex information in an accessible manner to support decision-making processes. The specialist will also be responsible for maintaining the dashboards and providing training to users, ensuring that the tools remain effective and relevant throughout the project's lifecycle.

Duties and Responsibilities:
The Data and Information Specialist will be responsible for a variety of tasks, including:
  • Supporting the design, development, and operationalization of a data dashboard using Power BI or other FAO-approved software to visualize MCS data.
  • Contributing technical expertise to the data integration, cleaning, and modeling processes to ensure the dashboard's accuracy and functionality.
  • Publishing and maintaining the dashboard, which includes developing user guides, delivering training sessions, and troubleshooting technical issues post-launch.
  • Reviewing existing frameworks and guidelines to inform the design of a digital assessment and reporting tool for the MTC regular assessment process.
  • Providing technical support for the development of a digital tool that supports structured data collection, automated scoring, results dashboards, and progress tracking.
  • Producing key deliverables such as the inception report, system design documentation, prototype tool, pilot testing report, final operational tool, and user training materials.
  • Performing other related duties as required to ensure the successful implementation of the project.

Required Qualifications:
Candidates must possess an advanced university degree in Information Systems, Computer Science, Data Management, Fisheries Management, Monitoring and Evaluation, or a related field. Additionally, they should have at least 5 years of relevant experience in designing and developing digital monitoring, assessment, or reporting systems, particularly in dashboard development and data visualization. A strong understanding of user-centered design principles is also essential for this role.

Educational Background:
The educational background required for this position includes an advanced university degree in fields such as Information Systems, Computer Science, Data Management, Fisheries Management, Monitoring and Evaluation, or related disciplines. This educational foundation is critical for understanding the complexities of data management and the technical aspects of developing digital tools for monitoring and assessment.

Experience:
Candidates should have a minimum of 5 years of relevant experience in the design and development of digital monitoring, assessment, or reporting systems. This experience should include a strong focus on dashboard development, data visualization, and user-centered design, ensuring that the tools created are effective and user-friendly for stakeholders involved in fisheries management.

Languages:
A working knowledge (level C) of both English and Portuguese is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of the project, as it involves collaboration with local communities and various governmental entities.

Additional Notes:
This position is based in Maputo, Mozambique, and is likely to be a full-time role. The Data and Information Specialist will work under the overall supervision of the FAO Representative in Mozambique and will report directly to the SWIOFC Secretary. The role may involve collaboration with various national and international partners, and candidates should be prepared for potential travel within Mozambique and the region as required by the project.
