Job Overview:
The consultancy aims to conduct a demand analysis for GBV services specifically targeting men and boys, as well as to map and develop a directory of civil society organizations (CSOs) that provide SGBV-related services in selected districts. This initiative is part of the Tolerancia Zero programme, which seeks to enhance national efforts in preventing and responding to SGBV by improving service delivery and coordination among various actors. The consultant will be responsible for assessing the demand for GBV services among men and boys, identifying gaps and barriers, and providing evidence-based recommendations to strengthen service delivery frameworks. The overall objective is to generate evidence that enhances UNFPA's and its partners' capacity to deliver inclusive and coordinated SGBV services.

Duties and Responsibilities:
The consultant will undertake several key tasks, including: conducting a demand analysis of GBV services for men and boys by reviewing existing literature and national statistics, and conducting interviews and focus group discussions with stakeholders; analyzing demand patterns, service gaps, and barriers related to GBV services; assessing the feasibility of targeted GBV responses for male survivors; mapping CSOs and service providers offering SGBV-related services; developing localized directories of service providers; and providing practical recommendations to strengthen referral pathways and coordination mechanisms. The consultant will also be expected to deliver an inception report, draft reports, and a final consolidated report incorporating feedback from validation workshops.

Required Qualifications:
Candidates must possess a minimum of a bachelor's degree and at least 7 years of professional experience in relevant fields. A proven track record in GBV research, service mapping, or program evaluations is essential. Candidates should demonstrate experience in GBV programming, service mapping, and demand analysis, as well as a strong understanding of survivor-centered and ethical research approaches. Familiarity with the context of Mozambique and the ability to conduct fieldwork in multiple districts are also required qualifications.

Educational Background:
The position requires a minimum of a bachelor's degree in a relevant field, such as social sciences, public health, or gender studies. Advanced degrees may be preferred but are not explicitly stated as a requirement. Experience:

• The consultant will be supervised by the Tolerância Zero Programme Coordinator and will be required to travel domestically within Mozambique to support program implementation activities. UNFPA will cover travel and daily subsistence allowances during these travels.
