Job Overview:
The People & Culture Officer plays a crucial role in delivering professional-level human resources services within the country office. This position is responsible for supporting staff in various areas such as recruitment, employee relations, performance management, benefits administration, and compliance with local labor laws. The officer will provide first-line guidance on routine policy applications and contribute to the continuous improvement of People & Culture processes. The role requires a proactive approach to managing employee concerns and ensuring that the workplace environment is conducive to productivity and employee satisfaction. The officer will also coordinate learning and development activities, ensuring that staff have access to necessary training and resources to enhance their skills and career growth.

Duties and Responsibilities:
The People & Culture Officer will support the recruitment process from requisition approval to onboarding of new employees. They will act as a point of contact for employee relations and conflict resolution, addressing routine workplace concerns and grievances. The officer will coordinate learning and development activities, ensuring that employees have opportunities for professional growth. They will liaise with external entities such as the Ministry of Labor and insurance providers to ensure compliance with statutory documentation and reporting obligations. Additionally, the officer will maintain the integrity of employee files in accordance with FHI 360 policy and Mozambican legal requirements, ensuring audit readiness. They will assist the P&C Manager during internal and external audits by preparing necessary documentation. The officer will also support the performance management cycle, including goal setting and completion tracking, and assist with timekeeping compliance by helping staff with timesheet submissions. Furthermore, they will process employee benefits enrollment and changes, addressing any related queries.

Required Qualifications:
Candidates must possess a strong knowledge of local employment law and HR best practices. They should have the ability to provide policy guidance and effectively resolve employee concerns. Proficiency with HRIS systems and reporting tools is essential, along with strong interpersonal and conflict resolution skills. The officer should be capable of resolving moderately complex People & Culture issues with limited supervision and be able to recommend process improvements to enhance service delivery.

Educational Background:
A Bachelor's degree in Human Resources, Business Administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding HR principles and practices, as well as the legal framework governing employment in Mozambique.

Experience:
The ideal candidate should have 3 to 5 years of progressively responsible HR experience, preferably within a non-governmental organization (NGO) or donor-funded environment. This level of experience is crucial for understanding the complexities of HR functions in a diverse and dynamic workplace.

Languages:
Fluency in Portuguese is mandatory, along with a good working knowledge of English, both written and spoken. Proficiency in these languages is essential for effective communication with staff and external stakeholders.

Additional Notes:
This position may require up to 10% of domestic travel. The expected hiring salary range for this role is between USD 28,000 and 36,000 for the annual basic salary. When determining the offer amount, FHI 360 considers various factors including relevant years of experience, education, internal equity, market pay, and budget constraints.
