Job Overview:
The Finance Officer position at FHI 360 is crucial for the successful implementation of a project aimed at enhancing nutrition, neonatal, maternal, and child health outcomes in the Zambezia and Nampula provinces of Mozambique. The role involves supporting the financial, accounting, and administrative management of the project, ensuring compliance with FHI 360 policies, donor regulations, and local laws. The Finance Officer will work under the supervision of the Senior Finance Officer and will be responsible for executing financial transactions, maintaining accurate accounting records, and managing administrative financial processes. This position is integral to the financial oversight of subawards and requires a proactive approach to ensure that all financial activities align with the organization's standards and regulatory requirements.

Duties and Responsibilities:
The Finance Officer will be responsible for a variety of accounting and financial management tasks, including but not limited to: processing and initiating payments through online banking, ensuring all transactions are supported by proper documentation and approvals; monitoring and reconciling Accounts Payable; entering and suggesting payments in the GFAS financial system; ensuring accurate accounting records of financial transactions; monitoring project bank account balances daily; preparing bank and cash reconciliations; conducting monthly cash counts; supporting monthly financial close activities; and ensuring all financial documents are properly filed for audit purposes. Additionally, the officer will maintain communication with banking institutions, manage foreign exchange transactions, prepare beneficiary payment lists, and assist in administrative processes related to payments and contracts. The role also includes supporting the review of financial reports from partners and subrecipients, ensuring compliance with subaward agreements, and providing financial capacity support to partners as needed. Compliance with FHI 360 financial policies and adherence to donor regulations are critical components of this position, as is contributing to the strengthening of internal financial control systems.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A minimum of 5 to 8 years of progressive experience in accounting, financial, and operational management is required. Experience working with international organizations, NGOs, or donor-funded projects is essential, along with demonstrated knowledge of international donor financial regulations, preferably those of the U.S. government. Familiarity with subaward or grant financial management is advantageous, as is a strong understanding of Mozambican tax and financial legislation. Proficiency in financial management systems and internal controls is also necessary for this role.

Educational Background:
The educational requirement for this position is a Bachelor’s degree in a relevant field such as Accounting, Finance, or Business Administration. This foundational education is essential for understanding the complexities of financial management and compliance within the context of international development projects.

Experience:
The Finance Officer role requires a significant level of experience, specifically a minimum of 5 to 8 years in accounting and financial management. Candidates should have a proven track record of working in environments that involve international organizations or donor-funded projects, which will provide the necessary context for understanding the financial regulations and compliance requirements that govern such work.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication in Mozambique. Proficiency in English is considered an advantage, as it may facilitate communication with international partners and stakeholders.
