Job Overview:
The Associate Supply Officer plays a crucial role in managing the supply chain functions within the Area of Responsibility (AoR). This includes overseeing planning, sourcing, transport, shipping, customs clearance, and warehousing management. The position is vital for ensuring that the UNHCR can effectively meet the needs of forcibly displaced and stateless persons by delivering quality goods and services in a timely manner. The incumbent will work under the supervision of a Senior Supply Officer and will be responsible for maintaining relationships with various stakeholders, including UN agencies, NGOs, and government partners. The role requires a proactive approach to supply chain management, ensuring compliance with UNHCR policies and procedures while adapting to the operational context. The Associate Supply Officer will also be involved in training and supporting supply staff, tracking supply chain performance, and implementing best practices to enhance operational efficiency.

Duties and Responsibilities:
The Associate Supply Officer's duties include supporting all supply chain activities such as planning, sourcing, transport, shipping, customs clearance, and warehousing. The incumbent will manage procurement processes to ensure timely and cost-effective delivery of commodities and services. Responsibilities also include identifying and developing partnerships for supply chain projects, maintaining accurate records of supply activities, managing vendor processes, overseeing tender processes, and ensuring compliance with quality standards. The role involves preparing plans for the delivery of relief items, applying UNHCR's sourcing strategy, and ensuring timely customs clearance of consignments. The Associate Supply Officer will monitor supply chain data, resolve local supply chain issues, and promote adherence to UNHCR's global policies. In regional and country operations, the incumbent will adapt supply chain structures to local needs, assist in office space procurement, and support the establishment of efficient asset and fleet management systems. The role also requires risk management and decision-making based on operational needs.

Required Qualifications:
Candidates must possess a solid understanding of logistics and supply systems, with relevant experience in procurement and contract management, preferably within the UN context. Essential skills include the ability to manage multiple tasks efficiently, provide technical guidance, and maintain strong interpersonal relationships. Proficiency in database management and ERP systems is desirable, along with knowledge of UNHCR's procurement rules and financial regulations. Candidates should demonstrate strong negotiation skills and the ability to work collaboratively with diverse stakeholders.

Educational Background:
A minimum of an undergraduate degree in Supply Chain Management, Business Administration, International Commerce, Engineering, or a related field is required. Advanced degrees or relevant certifications from recognized institutions, such as the Chartered Institute of Purchasing & Supplies, are highly desirable. Candidates with specialized training in public procurement will have an advantage.

Experience:
The position requires a minimum of three years of relevant experience for candidates with an undergraduate degree, two years for those with a graduate degree, or one year for candidates with a doctorate. Experience in logistics management, procurement, and supply chain operations is essential, particularly in humanitarian or development contexts. Previous work with UN agencies or NGOs is highly valued, as is experience in managing teams and training staff.

Languages:
Proficiency in English is mandatory, along with knowledge of the local language, Portuguese, at a minimum B2 level. Additional language skills are considered an asset, particularly in the context of working with diverse populations and stakeholders.
