Job Overview: The National Consultancy position is aimed at supporting OHCHR Mozambique in assessing the compliance of the Mozambican Armed Forces (FADM) with international human rights standards. The consultant will work closely with both local and international stakeholders to develop a standard operating procedure (SOP) that aligns with these standards. This role requires a deep understanding of human rights issues, particularly as they pertain to military institutions, and the ability to integrate gender perspectives into all aspects of the work. The consultant will also be involved in organizing workshops and liaising with various OHCHR offices to ensure effective communication and collaboration throughout the assessment process.
Duties and Responsibilities: The consultant will have several key responsibilities, including:
Supporting OHCHR Mozambique in assessing the institutional framework of the Mozambican Armed Forces (FADM) for compliance with international human rights standards.
Assisting the international consultant in developing a standard operating procedure on a human rights thematic area, ensuring it aligns with international standards and incorporates insights specific to the Mozambican context.
Participating in the organization of a consultation workshop in collaboration with OHCHR and the Ministry of Defense of Mozambique, facilitating discussions and gathering valuable input.
Contributing to the integration of feedback from the validation workshop into the draft SOP, ensuring that all relevant perspectives are considered.
Liaising with OHCHR staff in Mozambique, the Regional Office in Southern Africa, and OHCHR Headquarters as necessary to ensure alignment and support for the project.
Ensuring that a gender perspective is integrated into all areas of work, promoting inclusivity and awareness of gender issues in human rights.
Performing other related duties as required to support the overall objectives of the consultancy.
Required Qualifications: Candidates must possess an advanced degree in law, political science, international relations, social sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. A minimum of ten years of relevant work experience is required, particularly in the fields of human rights, peace and security" style="border-bottom: 1px dotted #007bff !important;">security, and working with government institutions. Knowledge of human rights issues related to armed forces is essential, as is experience in the development and implementation of standard operating procedures (SOPs). Experience working with armed forces is considered desirable.
Educational Background: The educational background required for this position includes an advanced degree in a relevant field such as law, political science, international relations, or social sciences. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying work experience to meet the educational requirements. This educational foundation is crucial for understanding the complexities of human rights and the legal frameworks that govern them.
Experience: The position requires a minimum of ten years of relevant work experience. This experience should be in the areas of human rights, peace and security, and engagement with government institutions. Candidates should have a proven track record of working on human rights issues, particularly those related to armed forces, and should demonstrate experience in developing and implementing standard operating procedures (SOPs).
Languages: Fluency in English is required for this position, as it is essential for effective communication and documentation. Knowledge of Portuguese is desirable, as it will facilitate interactions with local stakeholders and enhance the consultant's ability to engage with the Mozambican context.
