Job Overview: The Programme Analyst will play a crucial role in overseeing and coordinating the implementation of the CHANGE programme, which aims to challenge harmful attitudes and norms for gender equality across Central Asia. This position involves providing technical support and inputs to the development of programme strategies related to ending violence against women and girls (EVAWG) and gender-based violence (GBV). The Programme Analyst will work closely with various stakeholders, including government officials, civil society organizations, and other UN agencies, to ensure effective programme implementation and reporting. The role requires a strong understanding of gender issues and the ability to analyze programme performance data to inform decision-making and advocacy efforts. The Programme Analyst will also contribute to building partnerships and resource mobilization strategies to support the programme's objectives.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in the area of EVAWG/GBV, including providing inputs to project proposals and initiatives.
Gather inputs and prepare strategic notes, periodic narrative progress reports, and expenditure status reports for the Programme Board and UN Women.
Establish systems for project planning, implementation, and monitoring in collaboration with partners.
Provide technical support to the implementation and management of the CHANGE programme, including coordinating the call for proposals and organizing technical review committees.
Facilitate regular meetings and consultations with partners, documenting outcomes and following up on commitments.
Review and coordinate the timely submission of financial and narrative reports from implementing partners.
Provide technical assistance and capacity development support to project/programme partners, including training on EVAW strategies and Results Based Management.
Analyze programme performance data and prepare reports on progress, challenges, and results achieved.
Monitor budget implementation and programme activity expenditures, performing budget revisions as required. 1
Contribute to building partnerships and resource mobilization strategies, including supporting the development of funding proposals and donor engagement activities. 1
Provide technical inputs to inter-agency coordination on EVAWG to ensure coherence and alignment of UN Women programmes with other partners. 1
Support advocacy, knowledge building, and communication efforts related to EVAWG, including organizing events and developing knowledge management products.
Required Qualifications:
Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience in gender equality and women's empowerment (GEWE) and EVAWG is desirable.
Experience in coordinating and liaising with government institutions, civil society organizations, and development partners is highly desirable.
Educational Background: The position requires a Master’s degree or equivalent in fields such as social sciences, human rights, gender/women’s studies, international development, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.
Experience: The candidate should have at least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in gender equality and women's empowerment (GEWE) and EVAWG is desirable, along with experience in coordinating and liaising with government institutions and civil society organizations.
Languages: Fluency in English is required, as well as fluency in Russian and Kyrgyz. These language skills are essential for effective communication and collaboration with various stakeholders in the region.
Additional Notes: The position is based in Bishkek, Kyrgyz Republic, and involves working closely with UN Women Country Offices in Central Asia, as well as other UN agencies and partners. The role may require travel within the region for field visits and stakeholder engagement.
