Job Overview:
The National Consultant for Gender Mainstreaming in EU Integration will play a pivotal role in supporting UN Women’s efforts to assist the government of Ukraine in aligning its gender equality commitments with EU standards. This position requires a legal expert who will conduct a comprehensive review of documents related to gender mainstreaming in the context of Ukraine's European integration. The consultant will ensure that the legal language used in these documents is accurate, consistent, and compliant with national legal frameworks. The consultant will work closely with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration and will be responsible for harmonizing terminology and proofreading documents in the Ukrainian language. This role is essential for ensuring that Ukraine's gender equality policies are effectively integrated into its EU accession process, which is a complex and multifaceted endeavor requiring technical expertise and resources.

Duties and Responsibilities:
The National Consultant will undertake several key responsibilities, including:
  • Conducting a legal review of all assigned documents to assess the accuracy and appropriateness of legal language, identifying inconsistencies, ambiguities, or inaccuracies.
  • Ensuring compliance with relevant national legal frameworks and proposing standardized wording where necessary.
  • Aligning terminology, definitions, and phrasing across documents prepared by different authors to ensure consistency in style and structure.
  • Proofreading all documents in Ukrainian to correct grammar, spelling, punctuation, and syntax, while improving clarity and readability.
  • Providing written comments and tracked changes on documents, addressing feedback from the commissioning organization, and incorporating agreed revisions.
  • Participating in coordination meetings as required, either online or in-person, to facilitate communication and collaboration with stakeholders.
  • Submitting all reports in English, along with supporting documents such as analytical briefs, meeting notes, and event reports, with the option to submit supporting documents in Ukrainian.

Required Qualifications:
Candidates must possess an advanced (Master's) degree in Law, Public Policy and Administration, Economics, European Studies, International Relations, Gender Studies, Social and Humanitarian Sciences, or related fields. Additionally, candidates should have at least 2 years of relevant work experience in human rights, gender equality, governance, public administration, or related fields. A proven understanding of human rights, gender equality, and women's empowerment, along with national and international commitments in Ukraine, is essential. Candidates must demonstrate excellent proofreading and editing skills, as well as experience in reviewing and harmonizing legal, policy, or official documents. Experience working with multiple stakeholders and consolidating inputs from different authors is considered an asset, as is previous experience with UN Women or other UN agencies and familiarity with the EU institutions and accession process.

Educational Background:
An advanced (Master's) degree in relevant fields such as Law, Public Policy and Administration, Economics, European Studies, International Relations, Gender Studies, or Social and Humanitarian Sciences is required for this position. This educational background is crucial for understanding the complexities of gender equality and legal frameworks necessary for the role.

Experience:
The position requires at least 2 years of relevant work experience following the attainment of a Master's degree. This experience should be in fields related to human rights, gender equality, governance, or public administration. Candidates should have a proven track record of understanding gender equality issues and commitments, as well as experience in proofreading and editing legal documents. Familiarity with the workings of UN Women or other UN agencies, as well as experience with the EU accession process, will be considered advantageous.

Languages:
Fluency in both verbal and written English and Ukrainian is mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and documents.

Additional Notes:
This consultancy position is online-based, allowing for flexibility in work arrangements. The consultant will report to the Programme Specialist and will be supported by a Programme Analyst for contract and payment issues. All reports must be submitted in English, while supporting documents can be submitted in Ukrainian.
