Job Overview: The Consultant for the Green Economy Development Programme will play a pivotal role in supporting Kyrgyzstan's implementation of its national Green Economy Development Programme for 2025–202
This position involves collaborating with various stakeholders, including government agencies, private sector representatives, and civil society, to develop strategies and approaches for the effective execution of the Programme. The consultant will be responsible for conducting consultative meetings, preparing reports, and developing training modules aimed at enhancing the understanding and application of green economy principles. The role requires a strong analytical background and the ability to engage with diverse groups to foster capacity-building activities that promote sustainable development and environmental security. The consultant will also be involved in analytical research and green economy modelling, providing technical guidance and recommendations to support the Programme's objectives.
Duties and Responsibilities: The successful candidate will undertake a variety of tasks under the supervision of the National Economic Officer, including:
Collaborating with the Green Economy and Tourism Sector and the Department for Strategic Development to develop strategies for implementing the national Programme.
Conducting consultative meetings with key government agencies and stakeholders to gather insights and foster collaboration.
Preparing interim and final reports using the OSCE reporting template.
Developing training programmes and modules for training sessions in the regions, including preparing presentation materials.
Conducting desk reviews and research on green economy principles, sustainable finance, and sustainable tourism.
Developing surveys and feedback forms for training sessions and conducting training on green economy modelling and project verification.
Performing analytical research specific to mountain regions and green tourism, including data collection and analysis.
Providing technical guidance on green economy principles and sustainable practices, and developing practical plans for implementation.
Required Qualifications: Candidates must possess a university degree in Environmental Economics, Economics, Agriculture, Environmental Management, Sustainable Development, or related fields. A minimum of three years of relevant working experience in agriculture, green finance, sustainable development, or environmental protection is required. Candidates should demonstrate a good understanding of the socio-economic and political landscape in Kyrgyzstan, along with knowledge of national green economy policies and institutional frameworks. Excellent analytical and writing skills are essential, as well as experience in conducting training sessions and stakeholder engagement. Experience working with international organizations and smallholder entrepreneurs is considered an asset, along with a proven track record in research and data analysis.
Educational Background: The position requires a university degree in a relevant field such as Environmental Economics, Economics, Agriculture, Environmental Management, or Sustainable Development. This educational background is crucial for understanding the complexities of green economy principles and their application in the context of Kyrgyzstan's development goals.
Experience: Candidates should have at least three years of professional experience in fields related to agriculture, green finance, sustainable development, or environmental protection. This experience should include practical involvement in projects or initiatives that promote green economy principles and sustainable practices, as well as familiarity with the local context in Kyrgyzstan.
Languages: Professional fluency in both Russian and Kyrgyz, both oral and written, is mandatory for this position. Proficiency in English would be an advantage, as it may facilitate communication with international partners and stakeholders.
Additional Notes: The position is offered under a Special Service Agreement (SSA) contract type, with no specific grade assigned. It is a consultant role with one post available. The target start date for this position is as soon as possible, and the remuneration will be based on the consultant's qualifications and experience, aligned with OSCE established rates.
