Job Overview: The Programme Support Consultant will play a crucial role in providing high-quality programme coordination and technical support for UN Women Tajikistan's initiatives focused on Ending Violence against Women (EVAW), Women's Economic Empowerment (WEE), and Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS). The consultant will ensure effective implementation, monitoring, and reporting of these programmes, aligning them with national priorities and UN Women’s Strategic Plan. The position requires collaboration with various stakeholders, including government counterparts, UN partners, donors, and civil society organizations, to facilitate the successful delivery of UN Women’s programme portfolio. The consultant will also be responsible for monitoring results achieved during implementation and proposing improvements where necessary, ensuring that the programmes are coherent and impactful.
Duties and Responsibilities: The Programme Support Consultant will be responsible for a wide range of duties, including:
Providing high-quality programme development support by developing, implementing, and monitoring programmes related to EVAW, WEE, and WPS in Tajikistan. This includes leading the design and formulation of programme concepts and proposals, identifying strategic entry points for scaling up impact, and providing technical inputs to national counterparts.
Offering substantive technical support to programme implementation and management, ensuring coherence and coordination across portfolios, leading calls for proposals, and reviewing reports from implementing partners.
Monitoring programme progress and financial delivery using Results-Based Management tools, ensuring timely and accurate data entry in corporate systems, and preparing high-quality reports for donors and stakeholders.
Contributing to partnerships and resource mobilization strategies, supporting the development of funding proposals, and maintaining documentation on donor engagements.
Participating in inter-agency coordination and providing technical support on EVAW, WEE, and WPS initiatives, preparing background notes and updates for inter-agency forums. The consultant will also perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a higher education degree (Bachelor’s or higher) in International Relations, Gender Studies, Human Rights, Development Studies, Social Sciences, or other relevant disciplines. Additionally, a minimum of 5 years of progressively responsible professional experience in the design, implementation, monitoring, and reporting of development programmes is required, preferably in gender equality or UN-supported projects. Candidates should demonstrate experience in results-based management, including programme reporting and monitoring and evaluation, and have proven experience in using corporate reporting platforms. Experience in supporting inter-agency coordination mechanisms and resource mobilization efforts is also essential.
Educational Background: The educational background required for this position includes a higher education degree (Bachelor’s or higher) in fields such as International Relations, Gender Studies, Human Rights, Development Studies, Social Sciences, or other relevant disciplines. This educational foundation is crucial for understanding the complexities of gender equality and women's empowerment in development contexts.
Experience: The position requires a minimum of 5 years of progressively responsible professional experience in relevant fields. Candidates should have experience in the design, implementation, monitoring, and reporting of development programmes, particularly those related to gender equality. Familiarity with results-based management, including data collection and analysis, is essential, as is experience in supporting inter-agency coordination and resource mobilization efforts.
Languages: Fluency in written and spoken English, Russian, and Tajik is essential for this position. These language skills are necessary for effective communication with stakeholders, reporting, and documentation. Proficiency in these languages will enable the consultant to engage with diverse partners and contribute to the successful implementation of UN Women’s programmes in Tajikistan.

Payments will be made monthly in TJS, contingent upon the submission and approval of deliverables, which include monthly reports on conducted activities.
