Job Overview: The National General Service Officer position is integral to the OSCE Programme Office in Dushanbe, focusing on the effective delivery of transport, facility maintenance, and general support services. Duties and Responsibilities: The successful candidate will be responsible for a variety of tasks under the supervision of the Administrative and General Service Officer. Key responsibilities include: coordinating and supervising daily transport operations and building maintenance activities to ensure timely service delivery; organizing and prioritizing operational activities based on organizational needs; drafting technical specifications and cost estimates for transport and facility-related procurements; liaising with the Procurement Unit and monitoring contract implementation; planning and implementing preventive and corrective maintenance programs for vehicles and facilities; conducting regular inspections and resolving technical issues; maintaining accurate records of vehicle and equipment usage; supervising the work of drivers, maintenance staff, and other support personnel; maintaining effective communication with local authorities and stakeholders; preparing regular reports on transport and facility operations; and ensuring compliance with OSCE regulations and national legislation while identifying risks and implementing mitigation measures.
Required Qualifications: Candidates must possess a first-level university degree in logistics, engineering, business administration, or a related field. A minimum of two years of relevant experience in logistics, fleet management, facility management, or engineering is required, along with demonstrated experience in supervising staff and managing performance. Strong managerial, organizational, and coordination skills are essential, as well as excellent communication, analytical, and planning abilities. The ability to work under pressure and manage competing priorities is crucial. Proficiency in Microsoft Office applications is necessary, and candidates must have excellent spoken and written communication skills in English, Russian, and Tajik.
