Job Overview:
The position of International Consultant is crucial for the successful delivery of a Training of Trainers (ToT) program aimed at enhancing the technical skills of energy specialists in the Sughd Region of Tajikistan. This role involves providing expert knowledge in renewable energy technologies and their integration into existing electricity systems. The consultant will be responsible for developing a comprehensive training program that addresses the specific needs of local energy professionals, ensuring they are equipped to support current and future renewable energy initiatives. The training will focus on practical skills, knowledge transfer, and the ability to disseminate information within their institutions, thereby contributing to the overall goal of advancing Tajikistan's sustainable energy development.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: reviewing project documents and training objectives to develop a tailored ToT program; designing training methodologies and assessment tools; delivering technical training sessions in Russian on renewable energy technologies; facilitating practical exercises and discussions to enhance participants' skills; and preparing a final training report that summarizes the training activities, participant feedback, and recommendations for future initiatives. The consultant will work closely with the Water and Energy Officer to ensure that the training meets the needs of the target group and aligns with the strategic goals of the OSCE and the Ministry of Energy and Water Resources.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as energy engineering, renewable energy, or electrical engineering. A minimum of seven years of professional experience in renewable energy and energy systems is required, with a strong background in grid-connected renewable energy integration. Demonstrated experience in designing and delivering technical training programs, particularly Training of Trainers initiatives, is essential. Candidates should also have a good understanding of renewable energy trends and policies in Central Asia, along with strong facilitation and communication skills. Fluency in English and Russian is mandatory, while knowledge of Tajik is considered an asset. Additionally, candidates should demonstrate gender awareness and the ability to work in diverse cultural settings.

Educational Background:
The position requires an advanced university degree, specifically a Master’s degree or its equivalent, in relevant fields such as energy engineering, renewable energy, power systems, or electrical engineering. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and technical expertise to effectively deliver the training program and support the capacity-building efforts in the region.

Experience:
The ideal candidate should have at least seven years of professional experience in the renewable energy sector, particularly in areas related to energy systems and the integration of renewable energy sources into existing electricity networks. Experience in the design, installation, operation, and maintenance of renewable energy systems is crucial, as is a proven track record in developing and delivering technical training programs for energy professionals. This level of experience is necessary to ensure that the consultant can provide high-quality training and effectively address the needs of local energy specialists.

Languages:
Fluency in English and Russian is mandatory for this position, as the training sessions will be conducted in Russian. Knowledge of Tajik is considered an asset, as it may enhance communication with local participants and facilitate a better understanding of the training content. Proficiency in these languages is essential for delivering effective training and engaging with diverse audiences.

  • The consultant will be engaged under a Special Service Agreement (SSA) and will be classified at a professional job level. The remuneration package will be determined based on the consultant's qualifications and experience, as well as the specific tasks and deliverables outlined for this position.
