Job Overview: The position of International Experts on Training of Trainers (ToT) Development for Border Management involves the development of training packages aimed at enhancing the capacity of border security agencies. The successful candidate will be responsible for creating three complementary training packages focused on training design and delivery, as well as supporting the establishment of an e-learning platform for the Border Management Staff College (BMSC). This role requires a deep understanding of adult learning principles, training needs assessment, and the ability to create engaging and effective training materials. The consultant will work remotely over a period of 22 working days within two months, contributing to the development of self-paced online courses that align with international standards and agency priorities. The overarching goal is to enable sustainable, high-quality learning experiences for participants, ensuring that they can effectively design and deliver training within their own organizations.
Duties and Responsibilities: The duties and responsibilities for this position include:
Developing an online training module that guides participants in designing training programs tailored to their agencies. This includes conducting training needs assessments, understanding target audiences, aligning training with organizational priorities, and developing measurable learning objectives.
Adapting existing BMSC training materials into self-paced online courses, specifically converting the Adult Learning Principles and Intercultural Communication courses into engaging modules suitable for independent study.
Standardizing and adapting existing AI courses from Moodle to the new e-learning platform, ensuring consistency in design and adding interactive learning activities as necessary.
Designing and organizing the BMSC e-learning platform, which involves creating a consistent course structure, improving usability, and ensuring a cohesive learner experience across all courses.
Incorporating feedback from BMSC to finalize course materials for future use in Staff Courses and self-paced learning components. The deliverables include completed self-paced online courses, organized e-learning platform, and revised course materials ready for implementation.
Required Qualifications: The position requires an advanced university degree in fields such as education, instructional design, organizational development, public administration, international relations, or social sciences. Candidates must have a minimum of 10 years of progressively responsible professional experience in areas such as capacity development, curriculum development, training design, and organizational development. Demonstrated experience in developing competency-based training curricula and practical training materials for adult learners is essential. Additionally, candidates should have experience in adapting training materials for online platforms and facilitating workshops or strategic planning processes. Strong analytical, drafting, and communication skills are necessary, along with the ability to work effectively in multicultural environments and engage with various stakeholders.
