Job Overview:
The position of National Expert on Small Arms, Light Weapons and Conventional Ammunition (SALW&CA) involves providing local expertise, advisory, and coordination support to the Ministry of Defense (MoD) of Tajikistan. The expert will play a crucial role in updating relevant sections of the national normative framework, developing standard operating procedures (SOPs), and internal instructions regarding the physical security and stockpiles management of SALW&CA. The assignment is set to last for two months, from September to October 2026, during which the expert will ensure the harmonization of finalized instruction manuals among various MoD departments. This includes coordinating with both local and international experts to address any issues raised by MoD reviewers and ensuring that the documents are aligned with OSCE best practices and international standards. The expert will also facilitate the translation of these documents into the Tajik language, ensuring that terminology is consistent and accurate throughout the process.

Duties and Responsibilities:
The successful candidate will be responsible for the final harmonization of instruction manuals with the MoD's Legal, Arms and Military Ammunition, and Engineering departments. This will involve providing professional expertise to ensure that all documents are aligned with the inputs from these departments. The expert will coordinate remotely with the OSCE international expert to address any comments or issues raised by the MoD reviewers, making necessary amendments and changes to the documents. Additionally, the expert will work closely with the MoD's legal and language services to ensure that the terminology used in the documents is appropriate for translation into Tajik. Deliverables include finalized and harmonized instruction manuals, a report on the work plan with a timeline, and the consolidation of MoD comments and recommendations to ensure that all revisions are reflected in the final versions of the manuals.

Required Qualifications:
Candidates must possess a university degree or equivalent military institute degree in security studies and/or military affairs. A minimum of five years of professional experience in military and security affairs is required, with at least three years specifically in the fields of SALW&CA security and stockpiles management. Candidates should demonstrate excellent knowledge of Tajik and Russian languages, including strong communication and drafting skills. Fluency in English, both oral and written, is considered an asset. Experience in liaising with high-level law enforcement and security agencies is essential, along with a solid understanding of the security and political situation in Tajikistan and Central Asia. Proficiency in digital literacy and the use of Microsoft Office applications is also required.

Educational Background:
The educational background required for this position includes a Bachelor's Degree, which is defined as a first-level university degree or equivalent. This educational foundation should ideally be in fields related to security studies, military affairs, or a closely related discipline that equips the candidate with the necessary knowledge and skills to perform the duties associated with the role effectively.

Experience:
