Job Overview: The position of International Subject Matter Expert in Labour Migration is designed to deliver a comprehensive three-day training course aimed at enhancing the capacity of state officials in Tajikistan regarding the management and operation of Private Recruitment Agencies (PRA). The expert will be responsible for developing a training methodology that is tailored to the local context and participant profiles, ensuring that the training is relevant and effective. The training will cover critical topics such as ethical recruitment practices, prevention of fraud and exploitation, and the legislative norms governing labour migration. The expert will also conduct interactive training sessions, providing technical guidance and recommendations to participants, and will be involved in evaluating the training outcomes to ensure that the objectives are met. This role is crucial in supporting the Ministry of Labour, Migration and Employment of Population in its efforts to regulate migration processes and protect migrant rights in Tajikistan.
Duties and Responsibilities: The successful candidate will undertake a variety of tasks under the supervision of the Economic Officer, including:
Reviewing relevant national strategies, policies, legislation, and institutional frameworks related to law" style="border-bottom: 1px dotted #007bff !important;">labour law, migration, social security, and economic rights governing Private Recruitment Agencies over a period of three days.
Collaborating with the Ministry of Labour, Migration and Employment of Population to develop a training methodology and agenda that is tailored to the local context and participant profiles, which will take three days.
Preparing comprehensive training materials that address prevention of fraud, exploitation, and abusive recruitment practices, which will require two days of preparation.
Conducting interactive training sessions over five days for junior-to-middle level officials and state migration service office officials, including travel to the training location.
Providing technical guidance and recommendations to participants during the training, focusing on a gender-sensitive approach, digital tools, and modern recruitment systems and monitoring, which will take one day.
Conducting pre-and-post evaluation exercises to assess participants’ learning outcomes and incorporating this into a comprehensive report upon completion of the assignment, which will take four days.
Completing a final report and recommendations based on the training outcomes, which will take two days.
Required Qualifications: Candidates must possess an advanced university degree in Demography, Labour Migration Studies, Public Policy, or other related fields. Additionally, they should have at least seven years of progressive professional experience in labour migration and recruitment systems, preferably across multiple countries. Proven expertise in the management and operation of Private Recruitment Agencies is essential, along with experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers. Candidates should also have experience in applying ethical recruitment practices and international labour standards. Excellent communication skills, teamwork abilities, and advanced proficiency in Microsoft Office applications and online databases are required. Professional fluency in Russian and English is mandatory, while knowledge of Tajik is considered an advantage but is not mandatory. Candidates must demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities. The ability and willingness to work as part of a team with individuals from diverse cultural, religious, and political backgrounds while maintaining impartiality and objectivity is also crucial.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Demography, Labour Migration Studies, Public Policy, or other related disciplines. A Bachelor's Degree (First-level university degree or equivalent) is also acceptable, particularly for candidates who possess extensive experience in the field.
Experience: The position requires a minimum of seven years of progressive professional experience in labour migration and recruitment systems. Candidates should have a strong background in managing and operating Private Recruitment Agencies, as well as experience in designing and delivering capacity-building programs and trainings for government officials and policymakers. Experience in applying ethical recruitment practices and international labour standards is also essential.
Languages: Professional fluency in Russian and English is mandatory for this position. Knowledge of Tajik is considered an advantage but is not a requirement. The ability to communicate effectively in both Russian and English is crucial for conducting training sessions and interacting with participants.
