Job Overview:
The position of Senior Professional in Economic Development and Good Governance is a critical role within the OSCE Programme Office in Dushanbe. The incumbent will be responsible for designing, managing, monitoring, and evaluating strategies and projects aimed at promoting economic development and good governance in the region. This role requires a deep understanding of economic development strategies and governance principles, as well as the ability to work effectively in a challenging environment with limited resources. The Senior Professional will be expected to engage with various stakeholders, including government authorities, civil society, and the private sector, to foster collaboration and ensure the successful implementation of initiatives. The position demands strong analytical and communication skills, as the incumbent will be tasked with producing reports, presentations, and other documentation to support decision-making processes. Additionally, the role involves organizing meetings and seminars to facilitate knowledge exchange and best practices among partners.

Duties and Responsibilities:
The Senior Professional will report directly to the Head of the Economic and Environmental Department and will supervise three General Service posts. Key responsibilities include:
  • Designing and implementing economic development and governance strategies and projects.
  • Ensuring effective management and oversight of OSCE funds, including extra-budgetary resources.
  • Monitoring and analyzing economic and governance issues, producing reports and background documents as needed.
  • Organizing meetings, technical seminars, and conferences to promote knowledge exchange.
  • Liaising with government authorities, private sector, and civil society to support project implementation.
  • Developing strategic partnerships with diplomatic communities and international organizations.
  • Coordinating with other OSCE structures on economic development and governance matters.

Required Qualifications:
Candidates must possess a first-level university degree in economics, business, public administration, law, finance, or a related field. A second-level university degree (Master’s or equivalent) is desirable. Additionally, candidates should have a minimum of six years of relevant professional experience, particularly in economic development, public administration, or anti-corruption. Strong communication, analytical, and interpersonal skills are essential, along with the ability to work under pressure and meet tight deadlines. Candidates must demonstrate a commitment to gender awareness and sensitivity, and the ability to work in diverse cultural and political environments.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as economics, business, public administration, law, or finance. A second-level university degree is considered an asset and may enhance a candidate's competitiveness for the role. The educational qualifications should provide a solid foundation for understanding economic development and governance principles, as well as the analytical skills necessary for the position.

Experience:
Candidates are expected to have a minimum of six years of relevant professional experience, particularly in roles related to economic development, governance, or public administration. Experience in project management, including development, implementation, monitoring, and evaluation of projects, is crucial. Previous international work experience in a field mission, especially in Central Asia or similar contexts, is highly desirable. Candidates should also have demonstrated experience in supervisory or managerial roles, showcasing their ability to lead teams and manage resources effectively.

Languages:
Professional fluency in English, both spoken and written, is mandatory for this position. Additionally, a working knowledge of Tajik and/or Russian is desired, as it will facilitate communication and collaboration with local stakeholders. Proficiency in multiple languages can enhance a candidate's ability to navigate the diverse cultural landscape of the region and engage effectively with various partners.

This position is classified as a Senior Professional role within the OSCE, and it is offered on a fixed-term basis with a full-time schedule. The contract type is international secondment, and the maximum period of service in this post is seven years.
