The Agency is expected to play a significant role in the ongoing E-commerce Programme for 2025–2029, acting as an advisory board member to provide insights and recommendations for improvements. The OSCE is collaborating with the Agency to facilitate training initiatives aimed at enhancing the skills and knowledge of its personnel in e-commerce and digital technologies.
Job Overview: The position of International Expert on E-commerce Training involves designing, developing, and delivering a comprehensive three-day training course for the Agency for Innovation and Digital Technologies in Dushanbe. The training aims to enhance the professional development of core personnel working in the e-commerce department. The expert will work closely with the Agency to ensure that the training content is tailored to the specific needs and knowledge levels of the participants. The training will cover essential topics such as branding, marketing competitiveness, and other relevant areas to equip government officials with the necessary skills to navigate the evolving landscape of e-commerce and digital economy.
Duties and Responsibilities: The successful candidate will be responsible for a variety of tasks under the supervision of the Economic Officer. These include: 1) Reviewing relevant national strategies, policies, legislation, and institutional frameworks related to e-commerce, digital trade, digital economy, customs, taxation, consumer protection, logistics, digital payments, cybersecurity, and SME development over a period of 5 days. 2) Collaborating with the line state agency to adapt the training content to meet the institutional needs and knowledge level of participants, which will take 4 days. 3) Preparing comprehensive training materials that cover key dimensions of e-commerce ecosystems and governance over 2 days. 4) Conducting the three-day training, ensuring it is relevant to the context and responsibilities of government officials working on e-commerce and digital economy issues in Tajikistan, which will take 5 days, including travel. 5) Conducting pre-and-post evaluation exercises to assess participants’ learning outcomes and incorporating this into a comprehensive report upon completion of the assignment, which will take 2 days. 6) Completing the final report and recommendations over 2 days.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or higher) in International Trade, Economics, Business Administration, or related fields. They should have at least 7 years of progressive professional experience in e-commerce, digital trade, digital economy policy, ICT regulation, or related fields. Proven experience working with state agencies, government institutions, and the public sector is essential. Additionally, candidates should have experience in designing and delivering capacity-building programs, workshops, or executive-level training for government officials and policymakers. An understanding of international frameworks and best practices related to UN WTO, UNCITRAL instruments on e-commerce, cybersecurity, and data governance will be considered an asset. Excellent communication skills, teamwork, and advanced proficiency in Microsoft Office applications and online databases are also required.
Educational Background: The educational background required for this position includes a Bachelor's Degree (First-level university degree or equivalent) as a minimum, with a preference for candidates holding a Master’s degree or higher in relevant fields such as International Trade, Economics, or Business Administration.
Experience: The position requires at least 7 years of progressive professional experience in areas related to e-commerce, digital trade, and digital economy policy. Candidates should have a proven track record of working with government institutions and public sector agencies, as well as experience in capacity-building initiatives and training delivery for government officials.
Languages: Professional fluency in Russian and English is mandatory for this position. Knowledge of Tajik is considered an advantage but is not mandatory. Candidates should demonstrate excellent communication skills and the ability to work effectively in a multicultural environment.
Additional Notes: The contract type for this position is a Special Service Agreement (SSA) or Consultant. The job is classified as a consultant role with no specific grade assigned. The position is expected to start in September 2026, and the assignment duration is 20 days.
