Job Overview:
The Human Resources Assistant plays a crucial role in supporting the implementation of the Centralized Recruitment Management System (CRMS) and the daily operations of the HR Unit. This position involves providing both administrative and technical support for various HR activities, including recruitment, onboarding, and maintaining HR databases. The HR Assistant will work under moderate supervision, performing clerical and administrative tasks that require the selection and assembly of information for recurring work patterns. The role also involves operating office equipment and utilizing computer applications, demonstrating knowledge of standard practices in HR administration. The HR Assistant will report directly to the Human Resources Officer and will interact with mission members and external stakeholders, including candidates and consultants, throughout the recruitment process.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a variety of tasks, including:
  • Assisting in the preparation and publication of vacancy notices, supporting the longlisting and shortlisting processes, designing pre-assessment activities, and organizing interviews and written tests. This includes communication with all participants in the recruitment process, such as hiring managers, board members, candidates, and HR colleagues.
  • Collaborating with other departments to prepare and review drafts of Special Service Agreements with consultants, ensuring timely updates of all related information, and raising Purchase Orders for consultant services.
  • Maintaining and updating personnel information and databases for consultants and short-term staff.
  • Drafting routine correspondence based on established templates, proofreading documents for accuracy, and ensuring compliance with standard practices in terms of style and language.
  • Preparing and submitting documents related to accreditation for international mission members and supporting visa requests for international consultants or business visitors.
  • Assisting with the onboarding of new mission members, including orientation and support with onboarding plans.
  • Performing administrative tasks such as arranging meetings, trainings, and events, preparing requests and documents, and ensuring the necessary IT equipment is in place and operational.

Required Qualifications:
Candidates must have completed secondary education, supplemented by specialized training in human resources and/or administration. A minimum of three years of relevant work experience in human resources and/or administration is required, with a preference for experience in an international environment. Candidates should possess strong organizational, communication, and interpersonal skills, and be computer literate with practical experience in Microsoft Office. Excellent spoken and written communication skills in English and the local language (Russian/Kyrgyz) are mandatory. Candidates should also demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities. The ability to work as part of a diverse team while maintaining impartiality and objectivity is essential.

Educational Background:
The position requires a completed secondary education, with additional specialized training in human resources and/or administration being highly beneficial. A high school diploma or equivalent (GED) is the minimum educational requirement for this role.

Experience:
Candidates should have a minimum of three years of relevant work experience in human resources and/or administration. Experience in an international environment is preferred, as it provides valuable insights into the complexities of working within a diverse and multicultural setting.

Languages:
Proficiency in English and the local language (Russian/Kyrgyz) is mandatory, with excellent spoken and written communication skills required in both languages. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position is a full-time, fixed-term contract with a monthly remuneration of 772.83 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of starting at Step 3 in exceptional cases based on relevant experience or previous remuneration. The OSCE retains the discretion to re-advertise or cancel the vacancy, offer appointments at a lower grade, or modify job descriptions. Candidates selected for interviews will be contacted, and those found suitable will be placed on a roster of candidates for future fixed-term posts. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance.
