Job Overview:
The position of Consultant - engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer is a consultancy assignment of a temporary nature, expected to last up to 180 working days within a calendar year. The consultant will work primarily from home but will also conduct field visits to various locations in Ukraine, including Ivano-Frankivsk, Khmelnytskyi, and Velyki Mosty. The primary objective of this assignment is to support the OSCE's extra-budgetary project aimed at strengthening the capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition, and explosives. The consultant will be responsible for providing technical expertise and support in the development of infrastructure for law enforcement agencies, ensuring compliance with safety regulations and operational requirements, and facilitating the preparation of necessary documentation for utility connections and construction permits.

Duties and Responsibilities:
The consultant will perform a variety of tasks including assessing compliance of proposed solutions with applicable building codes and safety regulations, providing recommendations for technical improvements, facilitating the preparation of documentation for utility connections, and providing technical guidance for connections to electricity, water supply, and other utilities. The consultant will also review and validate engineering designs, liaise with utility providers, support the development of tender documentation, participate in the technical evaluation of bids, verify quality and compliance of architectural designs, conduct on-site engineering supervision, and ensure compliance with national legislation and local regulatory requirements. Additionally, the consultant will inspect and certify completed works, submit progress reports, and perform other related tasks as required.

Required Qualifications:
Candidates must possess a first-level university degree in civil engineering, construction management, architecture, or a related field. A minimum of 7 years of relevant experience in civil engineering, including architectural design, construction supervision, and quality control, is required. A valid professional certificate in civil engineering or architecture in accordance with Ukrainian laws is mandatory. Candidates should have advanced knowledge of national construction standards, experience in modular container-type site design, and prior experience with international organizations in the field. Strong organizational skills, attention to detail, and the ability to deliver under tight deadlines are essential. Excellent interpersonal and communication skills, as well as proficiency in MS Office and construction design software, are also required.

Educational Background:
The educational background required for this position includes a first-level university degree (Bachelor's Degree) in civil engineering, construction management, architecture, or a related field. This educational foundation is crucial for understanding the technical aspects of the role and for ensuring compliance with relevant regulations and standards in construction and engineering.

Experience:
Candidates should have at least 7 years of relevant experience in civil engineering, which includes roles in architectural design, construction supervision, oversight, and quality control. Experience as a designer or member of technical acceptance committees for construction projects is considered an advantage. Familiarity with safety and security standards for construction works is also beneficial, as is previous experience working with international organizations.

Languages:
Professional fluency in English and Ukrainian, both oral and written, is mandatory for this position. This language proficiency is essential for effective communication with stakeholders, preparation of documentation, and participation in discussions related to the project. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy position is classified under a Special Service Agreement (SSA) and is considered a short-term contract. The job level is professional, and the position is full-time. The target start date for this assignment is July 1, 202
