Job Overview: The OSCE is seeking to establish a roster of qualified experts who can provide analytical and advisory services on a time-bound basis. This position is designed to support the OSCE's efforts in enhancing effectiveness and improving mandate delivery through targeted reviews. The consultants will be engaged to conduct functional reviews, organizational design, and business process improvements, either in-person or remotely. The specific scope of work will be defined in individual contracts based on the needs of various executive structures within the OSCE. The consultants will be expected to deliver high-quality outputs that align with the operational context and business needs of the requesting departments.
Duties and Responsibilities: The consultant may be tasked with a variety of responsibilities depending on the specific assignment. These include conducting functional reviews to assess the alignment of roles and responsibilities with mandate priorities, mapping internal and external stakeholders, identifying inefficiencies and areas for improvement, developing organizational design options, reviewing job descriptions, and proposing streamlining of functions. Additionally, the consultant may facilitate interviews and workshops, prepare analytical reports, and provide advisory support during implementation phases. The role requires a proactive approach to problem-solving and the ability to synthesize complex information into actionable recommendations.
Required Qualifications: Candidates must possess an advanced university degree, such as a Master's degree, in relevant fields such as public administration, business administration, or international relations. A first-level university degree combined with relevant experience may also be acceptable. Furthermore, a minimum of seven years of progressively responsible professional experience in areas related to the expertise required is essential. Proven experience in producing analytical reports and recommendations for senior stakeholders, as well as familiarity with international organizations and public sector institutions, is required. Strong analytical, drafting, and stakeholder management skills are also necessary for this role.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in fields such as public administration, business administration, organizational development, human resources management, management, economics, or international relations. Candidates with a first-level university degree may be considered if they have additional relevant experience that compensates for the lack of an advanced degree.
Experience: Candidates should have a minimum of seven years of progressively responsible professional experience in areas directly relevant to the expertise required for the position. This experience should include working with international organizations or in complex multi-stakeholder environments, demonstrating the ability to produce analytical reports and provide practical recommendations for senior stakeholders. Familiarity with the OSCE's operational frameworks and mandate implementation is considered a strong asset.
Languages: Excellent written and spoken English is mandatory for this position. Knowledge of other OSCE working languages or a lingua franca relevant to the mission area is considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments.
Additional Notes: The consultancy positions are offered under a Special Service Agreement (SSA) and are intended for short- to medium-term assignments. The remuneration will be determined based on the applicable OSCE consultancy rates, which will vary depending on the scope and duration of each assignment. Successful candidates will be placed on the consultancy roster for future opportunities, but placement does not guarantee employment.
