Job Overview: The consultant will work under the overall direction of the Director of PACT and the direct guidance of the Section Head of the PACT Cancer Control Review and Planning Section. The primary role involves producing specific deliverables that relate to the planning and implementation of PACT activities within the IAEA's Technical Cooperation Programme. This consultancy is particularly focused on enhancing access to quality radiation medicine services and supporting countries in strengthening evidence-based planning for national childhood cancer programs. The consultant's work is expected to contribute significantly to the sustainability of diagnostic imaging and radiotherapy services, which are essential components of comprehensive care for children with cancer. The outputs of this consultancy will be crucial for comprehensive cancer control in Member States, especially in low- and middle-income countries (LMICs).
Duties and Responsibilities: The consultant will be responsible for several key functions as outlined in the joint workplan with St. Jude Children's Research Hospital. These include: producing background analyses and writing reports on the comprehensive cancer control situation in LMICs, utilizing both existing and new data; preparing documentation for expert meetings and stakeholder discussions on comprehensive cancer control; contributing to working groups, reports, and country missions related to the Rays of Hope initiative for childhood cancer; producing documentation, data management tools, and presentations on national comprehensive cancer control planning; analyzing and preparing reports on the progress of countries in cancer control planning, particularly those receiving IAEA support; and providing updates and analyses of health systems in LMICs as they pertain to comprehensive cancer control and childhood cancer.
Required Qualifications: Candidates must possess a university degree in public health, health economics, international development, public/business administration or management, or related fields focusing on non-communicable diseases. Additionally, a minimum of five years of progressively responsible experience in programme development and management is required, preferably within an international context and with a focus on health. Previous experience in developing professional service offerings or in programme design, implementation, monitoring, and evaluation is highly desirable. A strong understanding of the context and development needs in low- and middle-income countries, particularly in the health and cancer sectors, is essential. Experience in developing data management tools and producing methodologies or guidance documents for public health institutions is also required. Furthermore, candidates should have experience in programme or project management in areas related to non-communicable diseases, cancer control, and/or childhood cancer, or child health programmes at various levels.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as public health, health economics, international development, public/business administration, or management. This educational foundation is crucial for understanding the complexities of health systems and the specific challenges faced by low- and middle-income countries in the context of cancer control and public health.
Experience: The position requires a minimum of five years of progressively responsible experience in programme development and management. This experience should ideally be in an international setting, with a focus on health-related issues. Candidates should have a proven track record in developing and managing health programmes, particularly those that address non-communicable diseases and cancer control. Experience in project management, especially in the context of childhood cancer or child health programmes, is also highly valued.
Languages: A strong command of English, both oral and written, is mandatory for this position, with a proven record of report writing or relevant publications. Knowledge of other official IAEA languages, particularly French and Spanish, is considered a strong asset and may enhance the candidate's suitability for the role.
Additional Notes: The consultancy offers a daily fee of up to a maximum of € 300, which is determined based on the candidate's qualifications and experience. If duty travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities lie with the incumbent, indicating that the position may not include comprehensive benefits typically associated with full-time employment.
