Job Overview:
The Digital Officer position is a strategic role within UNRWA, primarily focused on the adoption and integration of advanced artificial intelligence (AI) solutions across the agency's digital initiatives. This role is crucial for ensuring that innovative AI technologies are implemented effectively, aligning with UNRWA's organizational objectives while adhering to industry-leading security" style="border-bottom: 1px dotted #007bff !important;">security standards. The Digital Officer will work closely with the Head of Application Development Section and the Lead Architect, as well as collaborate with various teams within the Digital Impact, Technology and Innovation Department (DITID). The position involves overseeing the execution of the Digital Archives project and providing strategic counsel for additional development activities. The Digital Officer will be responsible for leading the AI implementation of the Digital Archive System, which includes utilizing tools such as Power Apps, Power Automate, and Azure Cognitive Services. This role requires a proactive approach to improving AI results, ensuring product quality, and optimizing costs associated with AI processing.

Duties and Responsibilities:
The Digital Officer will have a comprehensive set of duties and responsibilities, including but not limited to: leading the AI implementation of the Digital Archive System, which is built using Power Apps, Power Automate, Azure Cognitive Services, and other relevant technologies; reviewing, training, and improving AI results of the product; implementing large language models (LLMs) suitable for specific use cases such as document classification and data extraction; enhancing AI accuracy through reinforced learning; owning the strategic planning and AI roadmap; ensuring product quality, security, performance, and alignment with business goals; evaluating and optimizing AI processing costs; providing technical direction and mentoring cross-functional development teams; troubleshooting product issues and prioritizing backlog items; preparing product documentation and stakeholder communications; and delivering regular progress updates while leading agile ceremonies across teams.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Computer Science, Software Engineering, Data Science, AI, or a related discipline. Alternatively, a relevant first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, a minimum of 5 years of experience in data science, software development, AI development, or technical roles is required. Proven experience in using LLMs, Azure Foundry, or similar platforms is essential, along with hands-on experience in managing, training, and enhancing AI systems. Candidates should demonstrate a solid understanding of AI security, risk management, governance, and ethics, as well as strong analytical, communication, and stakeholder management skills.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields such as Computer Science, Software Engineering, Data Science, AI, or other related disciplines. In cases where candidates possess a relevant first-level university degree, they may substitute it with two years of qualifying experience. This educational foundation is critical for understanding the complexities of AI technologies and their application within the organization.

Experience:
The position requires a minimum of 5 years of relevant experience in data science, software development, AI development, or other technical roles. Candidates should have proven experience in utilizing large language models (LLMs) and familiarity with platforms such as Azure Foundry. Hands-on experience in managing and enhancing AI systems, as well as deploying and monitoring AI solutions, is essential for ensuring operational efficiency and alignment with product goals.

Languages:
Fluency in both English and Arabic is required for this position, as these are the working languages of UNRWA. Proficiency in these languages is essential for effective communication and collaboration within the organization and with stakeholders.

Additional Notes:
The consultancy is based in Luxembourg, under the overall supervision of UNRWA's Headquarters. The selected candidate will receive a monthly remuneration equivalent to P3 Step 1, amounting to $7,924.25 for each fully completed month. The duration of the contract is up to 12 months, with the possibility of extension subject to the availability of funds, continuing need, and satisfactory performance. The role operates within the Digital Impact, Technology and Innovation Department (DITID) and is focused on enhancing the digital workspace. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, ensuring a fair and transparent hiring process.
