Job Overview:
The REPAC Programme Support Officer plays a crucial role in supporting the administration, planning, implementation, and coordination of the REPAC Programme across various Fields of Operations. This position involves ensuring that the goals and objectives of the REPAC activities are met effectively and efficiently. The officer will be responsible for day-to-day administration and coordination, maintaining effective communication with Field Operations (FOs) to ensure the successful implementation of REPAC projects. The role also includes preparing disbursement payment requests, monitoring project activities, and providing support in the preparation of periodic narrative and financial progress reports. The officer will act as the focal point for reporting and will manage the risk registry, coordinating with Fields to identify and address risks and issues. Additionally, the officer will participate in knowledge-building initiatives to draw on best practices and lessons learned relevant to REPAC's areas of operation, which include Jordan, Lebanon, West Bank, Gaza, and Syria.

Duties and Responsibilities:
  • Programme Administration, Planning, Implementation, and Coordination: Support REPAC Programme operations in all concerned Fields of Operations, ensuring effective administration, planning, implementation, and coordination to achieve the programme's goals. Assist in achieving outputs in line with the approved REPAC work plan and financing agreements through effective communication and follow-up with Field Operations. Coordinate with relevant departments in HQ Amman for ongoing and future REPAC phases. Prepare disbursement payment requests and ensure the correctness of documentation related to REPAC project expenditures.
  • Monitoring and Reporting: Collaborate with FOs to prepare and execute field monitoring visits and evaluations of REPAC project activities. Support the preparation of periodic narrative and financial progress reports, needs assessments, technical briefs, and other reports for stakeholders. Lead the preparation of ICID-HQA REPAC reports and manage the risk registry, coordinating with Fields to identify and address risks.
  • Knowledge Building and Management: Participate in networks to share best practices and lessons learned applicable to REPAC operations.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in business administration, project management, international relations/development, or a related discipline. A minimum of five years of relevant experience in supporting, developing, coordinating, and managing projects is required. Candidates should demonstrate knowledge in financial and managerial project management, including budgeting and reporting. Excellent command of spoken and written English and Arabic is mandatory, with proficiency in French considered an asset. Candidates must also have a strong understanding of UN values and principles, particularly regarding neutrality and impartiality in their work.

Educational Background:
An advanced university degree (Master’s or equivalent) from an accredited educational institution in business administration, project management, international relations/development, or a related discipline is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage and support the REPAC Programme.

Experience:
Candidates are required to have at least five years of relevant experience in supporting, developing, coordinating, and managing projects. This experience should include demonstrated knowledge in financial and managerial project management, particularly in budgeting and reporting. The level of experience required indicates that candidates should have a solid understanding of project management principles and practices, as well as the ability to work effectively in a complex organizational environment.

Languages:
The mandatory languages for this position are English and Arabic, both of which are required at UN Level III proficiency. This includes the ability to read, write, listen, and speak fluently in both languages. Proficiency in French is considered a good-to-have skill, enhancing the candidate's ability to communicate in a multilingual environment. The language requirements reflect the need for effective communication with diverse stakeholders and the ability to produce high-quality reports and documentation in both English and Arabic.

Additional Notes:
The position is offered as a Limited Duration Contract (LDC) for one year, with the possibility of extension based on performance and funding availability. The monthly basic salary for this position ranges from 1,538.40 to 3,316.60, depending on qualifications and experience. Additional benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the duration of the contract, and family allowance if applicable. Candidates must be residing in Jordan and within commuting distance of the duty station, with authorization to work in Jordan at the time of application. The Agency will not facilitate work permits, and candidates without valid work permits may have their appointments rescinded.
