Job Overview: The Land Release Technical Field Manager position is crucial for supporting the safe implementation of explosive hazard mitigation activities in high-risk environments, particularly in the Middle East. This role is part of a structured mine action response, where international personnel work directly with field-level operations alongside various humanitarian actors. The position requires strong technical expertise, resilience, and the ability to operate effectively in demanding conditions. The successful candidate will be responsible for conducting explosive hazard assessments, planning and implementing explosive ordnance disposal (EOD) operations, and supporting humanitarian access operations. This role also involves delivering risk awareness briefings and ensuring compliance with international standards in explosive hazard management.
Duties and Responsibilities: The duties and responsibilities of the Land Release Technical Field Manager include: conducting explosive hazard assessments (EHA) which involve survey, classification, and reporting; planning and implementing EOD operations in accordance with international standards; supporting humanitarian access operations through route verification and area assessments; contributing to damage and debris-related safety assessments; participating in quality control (QC) activities; conducting safety checks of humanitarian premises and operational sites; delivering explosive hazard risk awareness briefings to humanitarian personnel; and safely identifying, marking, isolating, and reporting explosive hazards following established procedures. Additionally, the manager will coordinate with humanitarian actors and operational stakeholders, contribute to safe access and information-sharing mechanisms, and represent technical activities at the field level when required.
Required Qualifications: Candidates must possess a minimum of 11 years of military, police, or mine action experience, with at least 3 years specifically in Humanitarian Mine Action. Required experience includes land release, non-technical surveys (NTS), technical surveys (TS), and battle area clearance (BAC). Furthermore, candidates must have a minimum of 3 years of explosive ordnance disposal (EOD) experience, which includes handling single, multi, and bulk ordnance as well as air-dropped munitions. Familiarity with information management systems such as IMSMA or equivalent is also essential. Desirable experience includes high-risk search/route clearance, mechanical or rubble clearance operations, IEDD experience, and ammunition stockpile destruction. Knowledge of IMAS, IATG, and MOSAIC is considered an asset. Certification in EOD Level 3+ is mandatory.
Educational Background: The educational background required for this position includes relevant qualifications in military or police training, mine action, or a related field. Candidates should have formal training and certifications that align with the technical demands of explosive ordnance disposal and humanitarian mine action.
Experience: The position requires extensive experience, specifically a minimum of 11 years in military, police, or mine action roles, with at least 3 years dedicated to humanitarian mine action. Candidates should have a proven track record of working in conflict or post-conflict environments and possess experience in humanitarian or stabilization contexts. This experience should include practical involvement in explosive hazard mitigation and coordination with various stakeholders in high-risk settings.
Languages: Fluency in English is required for this position, as effective communication is critical in high-risk environments. Knowledge of Arabic is considered an asset, as it may facilitate better engagement with local communities and stakeholders.
Additional Notes: This position is offered as a 4-month international contract and is unaccompanied. Accommodation and logistics will be covered by the organization. The international contract includes social cover tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI, and the salary will be based on the candidate's experience. Additional benefits include a per diem and hardship allowance, 25 days of paid leave per year, and a local package for residents in the country. The role involves deployment in a high-risk environment with limited infrastructure.
