Job Overview:
The Shelter Technical Assistance position is a critical role within NRC's Urban Shelter Project in Amman, Jordan. This position is designed to provide technical support and assistance in the implementation of shelter interventions aimed at vulnerable households. The role involves a significant amount of fieldwork, with an expectation of spending approximately 90% of the time in the field. The Shelter Technical Assistance will work closely with the shelter coordinator and field team to achieve project targets, prepare contracts, and ensure effective communication with landlords and tenants. The position requires a proactive approach to problem-solving and the ability to work independently while adhering to NRC's policies and guidelines. The successful candidate will be responsible for conducting assessments, validating eligibility for program services, and preparing necessary documentation for shelter interventions. This role is essential for ensuring that vulnerable households receive adequate and secure shelter, contributing to the overall success of the project.

Duties and Responsibilities:
The duties and responsibilities of the Shelter Technical Assistance include the following:
  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Assist with a range of support in the implementation of the Core Competency portfolio according to the plan of action.
  • Implement procedures and activities independently within own function or core competency as delegated.
  • Organize and deliver tasks in line with priorities and standards.
  • Develop and maintain knowledge of the specialist area of work to effectively support the team.
  • Use initiative in day-to-day problem-solving in line with agreed procedures.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement in your area of expertise. 1
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and among participants served by NRC. Specific responsibilities include planning, preparing, and organizing field assessments, conducting evaluations of household vulnerability, executing field assessments, developing initial and final Bills of Quantities (BOQs), preparing contracts for shelter interventions, providing timely feedback to households, and supporting the shelter team in other field offices as needed.

Required Qualifications:
The required qualifications for the Shelter Technical Assistance position include a Bachelor’s degree or equivalent in a relevant field such as Architecture, Civil, Mechanical, or Electrical Engineering. Candidates should have at least 2 years of experience working within technical expertise areas in a humanitarian or recovery context. Knowledge and experience in relevant administration, craft, or technical fields are essential, along with proven experience in developing designs and drawings, site engineering, and quantity surveying. Familiarity with different engineering software is also required. Strong communication and interpersonal skills are necessary to effectively engage with stakeholders and participants.

Educational Background:
Candidates must possess a Bachelor’s degree or equivalent in a relevant field, such as Architecture, Civil Engineering, Mechanical Engineering, or Electrical Engineering. Experience:
The position requires a minimum of 2 years of relevant experience in a humanitarian or recovery context. Candidates should have proven experience in site engineering, developing designs and drawings, and quantity surveying. Experience in using various engineering software is also essential. The ideal candidate will have a track record of working in complex and volatile contexts, demonstrating the ability to adapt and deliver results in challenging environments.

Languages:
While knowledge of English is a requirement for this position, candidates with proficiency in Arabic will have a significant advantage, as the role involves direct interaction with local households and stakeholders.
