Job Overview:
The YPS Technical Consultant will play a crucial role in advancing the Youth, Peace, and Security (YPS) agenda within the Ministry of Youth (MoY) in Jordan. The consultant's primary responsibility will be to operationalize the YPS Unit by delivering a defined set of outputs that strengthen coordination mechanisms, establish monitoring tools, and document progress in implementing the Jordanian National Action Plan on Youth, Peace, and Security 2025–2027 (YPS JoNAP). This position requires a deep understanding of public policies, youth engagement, and the ability to facilitate workshops and consultations with various stakeholders. The consultant will also be responsible for developing a standardized Monitoring and Evaluation (M&E) framework, conducting assessments, and drafting analytical reports to support UNFPA's objectives. The role demands strong communication skills, the ability to engage with youth and stakeholders effectively, and a commitment to capacity building and advocacy efforts.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting a stakeholder mapping exercise to identify key players in the YPS landscape and designing a comprehensive stakeholder engagement strategy for the YPS JoNAP.
  • Facilitating technical workshops with youth and stakeholders across various governorates, ensuring that their voices are heard and documented through analytical reports submitted to UNFPA.
  • Developing and establishing a standardized Monitoring and Evaluation (M&E) framework and tools for the YPS JoNAP, utilizing this framework to conduct quarterly assessments and draft progress reports.
  • Drafting policy briefs, knowledge products, and a final consolidated report on best practices and lessons learned regarding the implementation of relevant UNSCR resolutions in Jordan.
  • Facilitating effective communication and collaboration between the Ministry of Youth and the National Coalition, ensuring follow-up on coalition-related activities.
  • Designing and delivering a targeted capacity-building program and training package on the YPS agenda, conducting 4-6 training sessions for national stakeholders, and submitting training materials along with a post-training evaluation report to UNFPA.
  • Providing monthly progress reports in electronic format, ensuring they are certified by UNFPA for payment processing.
  • Participating in regular meetings and providing reports as requested by UNFPA, including a final report summarizing overall activities and contributions to the YPS Unit and national agenda.

Required Qualifications:
The minimum qualifications for the YPS Technical Consultant position include:
  • An advanced university degree (Master’s degree or higher) in Political Science, Human Rights, Development, or a related field, with at least 2 years of demonstrated experience in public policies and management; or a Bachelor’s degree in a relevant field, with at least 4 years of demonstrated experience in public policy and management.
  • Experience in the field of youth policies, the YPS Agenda, and/or the UN Sustainable Development Goals (SDGs) system is highly favorable.
  • Excellent organizational and planning skills, creativity, and conflict sensitivity are essential.
  • Strong communication and teamwork skills are required to effectively engage with various stakeholders.
  • Experience within a governmental setting is considered advantageous.
  • The ability to produce high-quality written documents and reports in a timely manner is crucial.
  • A flexible attitude, proactivity, and the ability to work under pressure in challenging circumstances and to tight timelines are necessary.
  • Proficiency with relevant computer software programs, particularly MS Office, is required.
  • Fluency in Arabic and English is essential for effective communication with stakeholders and donors. 1

Educational Background:
The educational background required for the YPS Technical Consultant position includes either an advanced university degree (Master’s degree or higher) in Political Science, Human Rights, Development, or a related field, or a Bachelor’s degree in a relevant field. The advanced degree is preferred, especially for candidates with at least 2 years of experience in public policies and management.   • The place of work will be the Ministry of Youth in Jordan. Regular meetings and performance assessments will be conducted in accordance with the scope of work, and a final report summarizing the overall activities and contributions to the YPS Unit and the national agenda will be submitted at the end of the consultancy. The candidate will report to the Youth Analyst at the UNFPA Jordan Country Office and will work closely with the MOY team. There is no expected travel associated with this position.
