Job Overview: The Monitoring and Evaluation (M&E) Consultant will play a crucial role in supporting the implementation of the Youth, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security (YPS) agenda within the Ministry of Youth (MoY) structure in Jordan. This position is integral to the successful execution of the Jordanian National Action Plan on Youth, Peace, and Security (YPS JoNAP), which aims to enhance youth engagement in peacebuilding and security initiatives. The consultant will work closely with the YPS technical consultant and the unit team to ensure that the M&E framework is effectively integrated into the existing systems. The consultant's responsibilities will include developing a comprehensive stakeholder engagement strategy, establishing key performance indicators (KPIs), and ensuring that all M&E activities align with organizational and international standards. The consultant will also be responsible for capacity building through training sessions for program staff and stakeholders, thereby enhancing the overall effectiveness of the M&E processes within the MoY.
Duties and Responsibilities: The M&E Consultant will have a diverse set of responsibilities, including:
Conducting a stakeholder mapping exercise to identify key partners and designing a comprehensive engagement strategy for the YPS JoNAP.
Facilitating the analysis of the newly established M&E system and its relevant indicators, ensuring that it integrates seamlessly with the MoY's existing M&E framework.
Developing a clear and measurable system for tracking progress and evaluating the impact of YPS-JoNAP initiatives, including establishing KPIs tailored to the logical framework.
Designing and executing evaluations, including baseline, midline, and endline assessments, and documenting lessons learned to improve program effectiveness.
Analyzing data trends and creating visual presentations for stakeholders, providing actionable insights to inform decision-making.
Providing training sessions on M&E tools and methodologies to enhance the capacity of program staff and stakeholders.
Collaborating with project teams and government agencies to align M&E efforts with program goals and ensuring quality in evaluation processes.
Ensuring compliance with organizational, donor, and international standards throughout all M&E activities.
Supporting proposal development by providing M&E components, including logframes and indicators.
Required Qualifications: The position requires a professional with strong technical knowledge and competencies in the field of monitoring and evaluation. Candidates must possess an advanced university degree (Master’s degree or higher) with at least 2 years of demonstrated experience in relevant fields such as development studies, research methods, statistics, social sciences, or public policy. Alternatively, a Bachelor’s degree in a relevant field with at least 4 years of experience is acceptable. Proficiency in current office software applications and corporate IT systems is essential. Knowledge of the YPS context in Jordan is considered an asset. Candidates should also demonstrate strong communication, negotiation, and representational abilities, with the capacity to convey technical information clearly to professional audiences.
Educational Background: Candidates must have an advanced university degree (Master’s degree or higher) in fields related to development studies, research methods, statistics, social sciences, public policy, or monitoring and evaluation. A Bachelor’s degree in a relevant field is acceptable if accompanied by sufficient professional experience. The educational background should provide a solid foundation for understanding the complexities of youth, peace, and security issues, as well as the methodologies used in monitoring and evaluation.
Experience: The position requires candidates to have at least 2 years of demonstrated experience in relevant fields if they hold a Master’s degree, or a minimum of 4 years of experience if they possess a Bachelor’s degree. This experience should include work in monitoring and evaluation, development studies, or related areas, with a focus on practical application of methodologies and tools in real-world settings. Candidates should have a proven track record of successfully managing M&E processes and contributing to program effectiveness.
Languages: Fluency in Arabic and English is essential for effective communication with stakeholders and donors. Candidates should be able to convey complex technical information clearly in both languages. Proficiency in additional languages may be considered an asset, but is not mandatory for this position.

The consultant will be based at the Ministry of Youth in Jordan. The position requires the consultant to deliver monthly progress reports in electronic format, which must be certified by UNFPA to facilitate monthly payments. Regular meetings and performance assessments will be conducted in accordance with the scope of work. The consultant will report to the Youth Analyst at the UNFPA Jordan Country Office and will work closely with the MOY team. There is no expected travel associated with this position.
