Job Overview:
The Administrative and Finance Analyst position is crucial for advancing the EU-funded programme 'Support to Women’s Employment in the Middle East and North Africa (MENA) Region through Gender-Responsive Private Sector Development,' which is part of the broader Surging Women’s Employment Flagship Initiative (SWEI). This initiative aims to increase women’s employment in the Arab States region by 5% by 2030 through innovative and collaborative approaches involving various stakeholders, including governments, international financial institutions, the private sector, UN agencies, NGOs, and media. The Analyst will report to the Director of Surging Women’s Employment in the Green, STEM, and Care Economy and will provide essential programme, financial, and operational support to ensure compliance with donor and internal requirements. The role encompasses financial monitoring and reporting, overseeing travel, procurement, contracts, and event logistics, as well as supporting recruitment and personnel administration for the SWEI team. The Analyst will also assist in developing and monitoring strategic teamwork plans for Regional Offices and Country Offices, ensuring alignment with key regional priorities.

Duties and Responsibilities:
The duties and responsibilities of the Administrative and Finance Analyst include:
  • Financial Management and Donor Compliance: Prepare and monitor budgets, expenditures, and financial forecasts; ensure accurate financial reporting in compliance with EU and other donor requirements; maintain and update financial records in UN Women systems; support the preparation of financial statements, donor reports, and audit processes; track fund utilization and advise on budget realignments as needed.
  • Programme and Operational Support: Provide technical administrative and operational support to ensure smooth implementation of programme activities; assist in the preparation and finalization of work plans, progress reports, and programme documents; support the Director in developing and monitoring strategic teamwork plans with monthly milestones; monitor adherence to work plans and suggest support measures when needed.
  • Procurement, Contracts, and Logistics: Facilitate procurement processes, including preparation of RFPs, evaluation of bids, and contract issuance; manage consultant and service provider contracts; organize logistics for meetings, workshops, and high-level events; handle travel arrangements and related financial settlements for programme staff and partners.
  • Human Resources and Recruitment: Provide administrative, monitoring, and logistical support for recruitment processes; facilitate the administration of project contracts and payments for consultants; maintain internal consultant files in compliance with UN Women policies. The incumbent may also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The required qualifications for the Administrative and Finance Analyst position include:
  • Education and Certification: A master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
  • Experience: At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, finance, administrative support, donor reporting, and capacity building is required. Experience in Women’s Economic Empowerment is desirable. Demonstrated financial experience using an ERP financial system is required, along with experience in providing financial and budget support to programmes/projects. Knowledge of IPSAS/IFRS is desirable, as is experience coordinating and liaising with government agencies and/or donors.

Educational Background:
The educational background required for this position includes a master’s degree or equivalent in fields such as social sciences, human rights, gender/women’s studies, international development, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additionally, a project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be considered an advantage.

Experience:
The level of experience needed for the Administrative and Finance Analyst position is at least 1 year of relevant work experience in areas such as development programme/project implementation, coordination, monitoring and evaluation, finance, administrative support, donor reporting, and capacity building. Experience specifically in Women’s Economic Empowerment is desirable, as well as demonstrated financial experience using an ERP financial system. Candidates should also have experience in providing financial and budget support to programmes/projects, and knowledge of IPSAS/IFRS is considered a plus. Experience in coordinating and liaising with government agencies and/or donors is also desirable.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of another official UN language, such as French, is considered desirable and would enhance a candidate's profile.
