Job Overview: The consultancy aims to produce high-quality documentation with comparative case studies that provide actionable evidence and recommendations on integrating care priorities into gender-responsive planning and budgeting processes in East and Southern Africa. The consultant will collaborate with national consultants in Tanzania and other selected countries, focusing on research evidence that supports governments, civil society, parliaments, and development partners in understanding how public resources are allocated to finance care systems. The role involves analyzing existing care strategies, assessing government budgets, and developing tools to capture perspectives on care-related policies from a gender equality standpoint. The consultant will report to the Deputy Country Representative of UN Women Tanzania and work closely with the Women’s Economic Empowerment Specialist.
Duties and Responsibilities: The consultant's responsibilities include assessing national, sectoral, and local government budgets of selected countries to measure the integration of care priorities, analyzing existing care strategies and budgets, developing tools to capture country perspectives on care-related policy, and virtually engaging with key government stakeholders. The consultant will also produce a comparative report documenting regional trends and case studies, validate findings with stakeholders, and refine reports for accuracy and relevance. Specific deliverables include an inception report, comprehensive desk review, data collection, country case study reports, a draft comparative regional report, and a final consolidated research package.
Required Qualifications: Candidates must possess a Master’s degree in international development, economics, political science, social science, gender studies, or related fields, with at least 7 years of relevant experience. A PhD is considered an asset, and a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is advantageous. Candidates should have experience in designing and managing programs advocating for Gender Responsive Budgeting, particularly in the East and Southern Africa region, and practical experience with national policy frameworks on gender equality.
Educational Background: A Master’s degree in relevant fields such as international development, economics, political science, social science, gender studies, or human rights is required. A PhD is an asset, and a first-level university degree combined with additional qualifying experience may be accepted in lieu of an advanced degree.
Experience: At least 7 years of progressively responsible experience in designing and managing programs related to Gender Responsive Budgeting is required. Candidates should have practical experience with national policy frameworks on gender equality and demonstrated experience in implementing gender-responsive budgeting initiatives. Experience in facilitating sessions on GRB for government stakeholders and working with UN Women is an asset.
Languages: Fluency in English and Kiswahili is required. Knowledge of French or any other UN official language is considered an asset.
Additional Notes: This is a home-based consultancy position. The consultant will work collaboratively with a national consultant and will be expected to engage with stakeholders virtually. The deliverables include various reports and presentations, with a payment schedule linked to the completion of specific tasks. The role requires a comprehensive understanding of government budgeting processes and the ability to advocate for gender-responsive budgeting within governmental systems.
