Job Overview:
The Budget Specialist – Operations (P3) plays a crucial role within the Integrated Resource Management (IRM) Section of UN Women, reporting to the Resource Planning Specialist – Operations (P4). This position is responsible for providing analytical, coordination, and operational support to the IRM Section, contributing to the implementation of integrated resource planning and budgeting processes. The specialist will coordinate the consolidation and monitoring of budget inputs from regional and country offices, assist in the operational application of approved policies and procedures, and support budget implementation, controls, and reporting in corporate systems. The role requires professional judgment in applying standards and procedures, with a focus on ensuring compliance and effective resource management across the organization.

Duties and Responsibilities:
The duties and responsibilities of the Budget Specialist include coordinating Integrated Resource Management activities, supporting the IRM Section in planning and budgeting initiatives, facilitating communication between regional and country offices, and implementing Resource Planning Frameworks (RPFs). The specialist will manage the collection and consolidation of budget inputs, provide guidance on the operational application of policies and procedures, and act as a focal point for technical budgetary resource management matters related to Quantum ERP systems. Additionally, the role involves monitoring budget submissions, conducting expenditure controls, preparing financial analytics and reports, advising on position management, and contributing to continuous improvement and teamwork within the IRM Section. The incumbent may also supervise G6 associates, consultants, and interns as needed.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in finance, economics, public administration, business administration, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A professional certification in accounting or financial management, such as CPA, ACCA, or CIMA, is considered an advantage. The position requires solid professional knowledge of budgeting and financial control processes, the ability to analyze financial data, and familiarity with ERP systems and budgeting tools. Attention to detail, client-service orientation, and the ability to work with multiple stakeholders are essential qualifications.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as finance, economics, public administration, or business administration. Alternatively, a first-level university degree along with two additional years of relevant experience may suffice. Professional certifications in accounting or financial management are advantageous and enhance a candidate's profile.

Experience:
The position requires at least 5 years of relevant experience in budgeting, financial management, or resource management. Candidates should have experience coordinating budget preparation, monitoring, and reporting processes, as well as working with ERP systems or financial management tools. Desirable experience includes working within the United Nations system or comparable international organizations and advising country or regional offices on budgeting processes.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language is desirable, which can enhance communication and collaboration within the organization and with international stakeholders.
