Job Overview: The Resource Planning Specialist (P3) plays a crucial role within the Integrated Resource Management (IRM) Section of UN Women, reporting to the Policy Specialist (P4). This position is responsible for providing analytical, coordination, and implementation support across resource planning, budgeting, and governance processes. The incumbent will contribute to the preparation and monitoring of budgets, consolidate planning inputs, develop operational tools and guidance, and ensure the effective application of approved frameworks and procedures across headquarters offices. The role requires professional judgment in applying standards and procedures, consulting with supervisors on complex matters, and ensuring alignment with UN Women’s Strategic Plan and Financial Regulations. The specialist will also work closely with various stakeholders to strengthen coherence and evidence-based decision-making across planning, allocation, monitoring, and reporting processes for all funding sources.
Duties and Responsibilities: The duties and responsibilities of the Resource Planning Specialist include coordinating resource planning frameworks and activities, assisting in the Integrated Resource Management Section's initiatives, collecting and analyzing data to support the design and implementation of Resource Planning Frameworks (RPFs), managing integrated budget preparation and consolidation, preparing budget estimates, and drafting components of the Programme Budget and Integrated Budget. The specialist will also monitor the quality of budget submissions, draft standard operating procedures and guidance notes, provide timely guidance on budgetary matters, monitor budget implementation, analyze expenditure patterns, conduct budget performanceanalysis, contribute to governance processes related to resource allocation, advise regional and country offices on administrative aspects, coordinate audit processes, and develop training materials for capacity-building efforts. Additionally, the incumbent will contribute to effective teamwork within the IRM Section and perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a Master’s degree or equivalent in finance, economics, public administration, business administration, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A professional certification in accounting or financial management, such as CPA, ACCA, or CIMA, is considered an advantage. Candidates must possess solid professional knowledge of budgeting and resource planning processes, analytical and data management skills, and the ability to prepare reports and financial analyses. Familiarity with ERP systems and financial tools, attention to detail, and a client-service orientation are also essential qualifications.
Educational Background: Candidates must hold a Master’s degree or equivalent in finance, economics, public administration, business administration, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. A professional certification in accounting or financial management (e.g., CPA, ACCA, CIMA) is advantageous and may enhance a candidate's profile.
Experience: The position requires at least 5 years of relevant experience in budgeting, financial analysis, resource planning, or related areas. Candidates should have experience coordinating budget preparation, monitoring, and reporting processes, as well as working with data and financial systems or ERP platforms. Proficiency in Microsoft Office applications and financial analysis tools is essential. Desirable experience includes working within the United Nations system or a comparable international organization, coordinating audit processes, and familiarity with cost recovery or Direct Project Costs (DPC) implementation.
Languages: Fluency in English is required for this position. Knowledge of another official UN language is desirable and may enhance a candidate's qualifications.
