Job Overview: The Programme Finance Associate plays a crucial role in the UN Women Myanmar Country Office, particularly in the implementation of the Women’s Resilience, Empowerment, Access, Capacities and Human Rights (Women’s R.E.A.C.H. Project). This project aims to address the immediate and long-term needs of gender-based violence (GBV) survivors and at-risk women, enhancing their resilience through integrated livelihoods and GBV prevention interventions. The Programme Finance Associate is responsible for executing a wide range of financial services and administrative processes, ensuring the efficient and transparent use of financial resources in compliance with UN Women’s financial regulations. The role requires collaboration with the Programme and Operations Team, as well as with HQ teams to resolve complex finance-related issues and ensure timely delivery of services.
Duties and Responsibilities: The Programme Finance Associate will implement financial strategies in compliance with UN Women rules and regulations, perform duties such as reviewing and verifying financial transactions, monitoring financial exceptions, drafting financial reports, and following up on audit recommendations. They will prepare and administer the Women’s REACH Project budgets, track expenditures, and ensure compliance with financial regulations. The associate will provide finance support to the Programme and Operations team, manage accounts receivables, prepare purchase orders, and monitor budget setups in the financial management system. Additionally, they will compile information for resource mobilization efforts, facilitate knowledge sharing, and conduct training on financial management practices. The role also includes performing other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must have a strong knowledge of financial rules and regulations, accounting principles, and IT tools. They should possess skills in spreadsheet and database management, and be able to administer financial processes effectively. The ability to provide input to business processes and implement new systems is essential. A client-oriented approach and the ability to engage stakeholders are also important qualifications for this role.
Educational Background: Completion of secondary education is required, with specialized national or international certification in accounting and finance considered an asset. A Bachelor's degree in Finance or Accounting is also an asset. Successful completion of the UN Women Accounting and Finance Test is required as part of the selection process.
Experience: Candidates should have at least 6 years of progressively responsible experience in finance, including experience with office software packages and web-based management systems. Experience with modern web-based ERP systems, preferably Oracle Cloud, is desirable. The role requires a strong background in financial management and the ability to handle complex financial transactions and reporting.
Languages: Fluency in English and the Myanmar language is required. Knowledge of another official UN language is desirable, enhancing the candidate's ability to communicate in a diverse work environment.
