Job Overview:
The Senior Program Officer (SPO) will play a pivotal role within the EpiC Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) technical team in Mozambique. This position is designed for an individual who will provide essential day-to-day coordination, tracking, and quality assurance support to ensure that technical assistance activities are executed on time and adhere to the required standards. The SPO will act as a crucial operational and coordination link among technical staff, sub-partners, and internal operations, finance, and monitoring and evaluation teams. The role requires a strong focus on detail, the ability to manage multiple priorities, and sound judgment in identifying risks and escalating issues. The SPO will also be responsible for tracking progress against the workplan, coordinating the preparation of deliverables and reports, and ensuring consistent documentation and follow-up, thereby directly contributing to the successful implementation of EpiC’s Global Health Security objectives in Mozambique.

Duties and Responsibilities:
The Senior Program Officer will work closely with the Global Health Security Expert to provide comprehensive project management support for EpiC-supported GHS activities. Key responsibilities include ensuring timely execution and documentation of activities in compliance with donor requirements and organizational policies. The SPO will coordinate the technical team in Mozambique, manage in-country subawards, and ensure coherence and quality across technical scopes of work, budgets, and monitoring and evaluation frameworks. The role involves synthesizing information into progress summaries for senior management, overseeing the reporting process, and maintaining organized documentation of all project-related materials. The SPO will also support operational needs, assist in the preparation of quarterly reports, represent EpiC in stakeholder platforms, and contribute to resource mobilization efforts.

Required Qualifications:
Candidates must possess a Bachelor's Degree or an international equivalent in Social Sciences, Development Studies, Economic Development, Education, or related fields, with project management certification preferred. A minimum of 6+ years of relevant experience in project management principles and practices is required, along with prior work experience in a USG funded health project with an NGO, government agency, or private organization. Comprehensive knowledge of project management theories, concepts, and practices is essential, as well as demonstrated experience in managing in-country subawards for donor-funded projects. Excellent oral and written communication skills are necessary, along with the ability to hold peers accountable in a collegial manner and exercise judgment to meet strategic goals.

Educational Background:
The educational background required for this position includes a Bachelor's Degree or its international equivalent in relevant fields such as Social Sciences, Development Studies, Economic Development, or Education. A project management certification is preferred, indicating a formal understanding of project management principles and practices.

Experience:
The position requires a minimum of 6+ years of relevant experience in project management, particularly in the context of health projects funded by USG. Candidates should have a proven track record of managing projects effectively, including experience with donor-funded health or development initiatives, and familiarity with the processes involved in project execution and compliance.

Languages:
Fluency in both English and Portuguese is mandatory for this position, as the SPO will need to communicate effectively with diverse stakeholders. Proficiency in additional languages may be considered an asset but is not explicitly required.
